Curriculum Developer with Instructional System Design (ISD) and eLearning Experience Summary:
The Curriculum Developer is responsible for designing, developing, and implementing instructional materials, curriculum content, and eLearning solutions that align with Instructional Systems Design (ISD) methodology. This role involves working collaboratively with Subject Matter Experts (SMEs), instructional designers, and learning management system (LMS) administrators to ensure the development of highquality training content. The Curriculum Developer will apply ADDIE-R methodology to create effective learning experiences, ensuring SCORM compliance and Section 508 accessibility standards. Essential Functions:
- Design, develop, and enhance curriculum content, training materials, and instructional modules using ISD methodologies.
- Apply ADDIE-R model (Analysis, Design, Development, Implementation, Evaluation, and Review) to structure instructional materials effectively.
- Create eLearning solutions, including Computer-Based Training (CBT) and Web-Based Training (WBT) modules.
- Develop instructor and learner materials, including lesson guides, workbooks, testing materials, evaluations, and practical exercises.
- Ensure all instructional materials are SCORM-compliant and optimized for delivery through the LMS.
- Collaborate with SMEs, program managers, and curriculum developers to translate concepts into structured eLearning content.
- Develop testing and evaluation materials, including pre-tests, post-tests, and diagnostic assessments to measure learning outcomes.
- Perform quality control and version control on instructional materials and training modules.
- Ensure consistency and compliance with government training standards, including DOJ and USMS learning requirements.
- Support curriculum development production schedules, ensuring timely updates and content revisions.
- Integrate multimedia elements, including graphics, animations, videos, and audio narration, to enhance learner engagement.
- Develop training modules with interactive features, including bookmarking functionality, adaptive learning paths, and knowledge checks.
- Assist in the production of Standard Operating Procedures (SOPs) for future eLearning development projects.
- Ensure all training content meets Section 508 accessibility requirements for compliance with federal standards.
- Provide ongoing support for curriculum revisions, instructional improvements, and learner feedback implementation.
Requirements: Educational Requirements:
- Bachelor's degree (or higher) with coursework in at least four of the following areas:
- Learning theory and educational psychology
- Instructional design principles and methodologies
- Educational evaluation and assessment development
- Instructional product development
- Computers in education and training
Experience:
- Five or more years of specialized experience in:
- Designing and developing curriculum content and instructional materials.
- Implementing Instructional Systems Design (ISD) methodology.
- Creating CBT and WBT solutions in an eLearning environment.
- Using tools such as Captivate, Adobe Presenter, Java, WebEx, Microsoft Teams, and Adobe Connect for training delivery.
Technical Skills:
- Proficiency in instructional design and curriculum development methodologies.
- Expertise in eLearning development tools, including Adobe Captivate, Adobe Presenter, and other multimedia design software.
- Strong understanding of LMS functionality and SCORM compliance.
- Experience with video production, animation, and interactive learning technologies.
- Familiarity with Section 508 compliance standards to ensure accessible learning materials.

- Work with SMEs and program managers to translate subject matter into effective learning experiences.
- Develop interactive eLearning modules with engaging media elements, assessments, and performance-based evaluations.
- Conduct usability testing and validation of training materials to improve learner retention and effectiveness.
- Support the development of training roadmaps, course catalogs, and instructional frameworks.
- Assist in the automation of curriculum updates and training deployment.
