Quality Innovation, Inc. (Qi2) has an exciting opportunity available for a Program Manager (PM) to support our Federal customer. The PM will primarily work in Washington, D.C. and supervise employees in three locations. This position is contingent based on award of contract.

The Program Manager (PM) will serve as the primary interface with the customer across federal contact. The PM will monitor contract performance to include budget, performance, and deliverables. Other responsibilities include management of any subcontractors, financial tracking, and monitoring of contract compliance. The PM will communicate contract goals and objectives to the administrative and analyst staff. The PM is responsible for excellent and compliant contract performance. This person will be responsible for the quality of deliverables and ensure that performance requirements are upheld during contract performance. The PM will liaise with customer staff and have full authority to act on behalf of Qi2 within the scope of operations at the location, including personnel management, supervision, and hire/fire authorities. This is not the opportunity for a first-time PM. This opportunity requires sufficient experience to supervise a team of more than 30, at 3 locations, for a demanding mission, and customer.

Responsibilities & Duties:

* Ensure all work is performed according to contractual requirements and performance standards, monitoring all contractual expenditures to ensure that established budgets are not exceeded

* Provide timely deliverables and performance related data to the Government in order to allow adequate monitoring, oversight, and performance measurement of support services

* Resolve problems with minimal disruption to the activities being performed under the contract

* Implement appropriate controls to prevent and detect cases of employee fraud or malfeasance and in such cases notification of appropriate security personnel to determine required actions

* Ensure regular feedback on performance is provided to the Government on all areas of contract performance

* Manage Phase-In and Phase-Out plans. Ensure efficiency with little or no impact to ongoing operations

* Manage employee work and vacation scheduling in coordination with Government managers to ensure appropriate coverage

* Manage contract security requirements for employees and visitors

* Works closely with the contract training manager to ensure training requirements are accomplished

* Engages regularly with customer unit managers to ensure the effective performance of all staff under this contract

* Drafts, edits and clears all products in appropriate format to include but not limited to documents, regulations, briefing papers, and correspondence

* Allocates and adjusts resources and sets schedules to accomplish program objectives and meet changing and/or emerging program requirements with minimal impact to work quality or quantity

* Manages administrative, performance, and contractual issues associated with support services contracts

* Manages employees in a federal work environment at multiple locations; participates in program reviews and project meetings as necessary; ensures the timely submission of complete and accurate deliverables

* Oversees quality control and risk management activities to prevent and/or resolve issues as they arise

* Serves as the primary interface with the contracting officer and contracting officer's representative, and other designated government points of contact

* Provides coordination and timely responses to requests, including independently reprioritizing tasks as requirements change

* Acts on behalf of Qi2 in all matters pertaining to the daily operations of the contract.

Minimum Qualifications:

* Bachelor's degree

* 10 years of progressive experience in an office environment

* 3 years of which include managing a team on a federal or commercial contract valued at. $10M annually or more, that provides professional services

* Top Secret security clearance

Preferred Qualifications:

* Master's Degree

* PMP certification

Knowledge, Skills & Abilities:

* Demonstrated expertise in Federal Government contract management and operations

* Ability to prepare management, business, technical, and personnel reports, reviews, and documents for internal and external use

* Knowledge and expertise in personnel management

* Excellent oral and written communication skills

* Superior organizational skills and work ethic

* Demonstrated ability to lead large teams located in multiple locations in the field of expertise required by this contract.
