Job Description:

In addition to the Compensation Details above, the incumbent in this position will be eligible to receive location pay ($4,000/year).

Responsibilities

The Director, Regional Health Emergency Preparedness will direct, oversee and coordinate all health preparedness and response activities in the Metropolitan Area Regional Office (MARO). This pivotal role is responsible for directing and overseeing the development, implementation, and continuous improvement of emergency preparedness strategies across the MARO region. The incumbent will provide strategic leadership, guidance, and supervision to staff, ensuring that all regional office programs are prepared and able to respond effectively to emergencies.

The Director, Regional Health Emergency Preparedness will coordinate with a wide range of stakeholders, including other programs within the New York State Department of Health, and partner regional, private sector and public agencies.

Minimum Qualifications

Bachelor's degree in a related field and six years of experience in the direction and/or management of a relevant program in a public health, health/human services, health regulatory program or community-based services organization; OR an associate's degree in a related field and eight years of such experience; OR ten years of such experience. A Master's degree in a related field may substitute for one year of experience. The years of experience must have included policy formulation, program planning, design, implementation, evaluation and/or allocation of resources. At least four years of experience must have included supervision of staff and program management.

Preferred Qualifications

Seven years of relevant experience in emergency management, minimally one year of public health emergency preparedness. Completion of the following courses:

  • Completion of the FEMA Professional Development Series

  • Completion of the All-Hazards Incident Management Team (AHIMT) Introduction Course (O-305)

  • G0191 Emergency Operations Center/Incident Command System Interface

  • FEMA IS-2200: Basic Emergency Operations Center Functions

  • MGT341 Disaster Preparedness for Hospitals and Healthcare Organizations within the Community Infrastructure

  • G386 Mass Fatalities Incident Response

  • FEMA IS 1300 - Introduction to Continuity

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.

Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.

Travel, up to 25% of the time, will be required.

The selected candidate must reside within a reasonable commuting distance of the official work location specified in the job posting and must also be located in or willing to relocate to one of the following states: New York, New Jersey, Connecticut, Vermont, or Massachusetts, prior to hire. Telecommuting will be available.

Exposure to potentially hazardous substances may be involved with this position. Therefore, the incumbent in this position may be required to wear personal protective clothing and equipment.

This position will require occasional work on weekends, after-hours, and holidays.
