JOB SUMMARY: Provide IT Project Manager services to provide guidance and administrative support for the NSSC Enterprise Resource Planning (ERP) system installation and implementation project. PRIMARY DUTIES:
- Analyzes project needs and assists NSSC, Navancio, and other IHS program offices and management staff in coordinating and planning ERP installation and implementation, communications and business solutions, and quality assurance programs.
- Conducts in-depth analytic studies on technical aspects of operational requirements to ensure that factors are being considered when making recommendations to senior managers on the appropriate course to follow.
- Defines project scope, which includes defining the work requirements, client programming needs, access, and a variety of other issues associated with the project. Based on findings, determines/develops the work schedule to achieve the goals of the project, making recommendations to senior managers on which work can be performed in-house and which requires outsourcing.
- Prepares and maintains project work plans and schedules and keeps senior managers in NSSC apprised of the status of projects for which he/she is responsible.
- Liaises with the contracting firm as well as with IHS, NSSC, and organizations involved in the project.
- Coordinates activities within the software implementation team, NSSC officials, and other IHS agencies as appropriate to ensure requirements are given full consideration.
- Determines technical requirements for project completion, and prepares requisite documentation, meeting with appropriate individuals/firms when necessary to ensure accomplishment of all activities related to the project.
- Makes recommendations to senior staff, on how best to implement changes to improve performance with respect to the project, including the elimination of ineffective activities.
- Builds strong relationships to achieve greater program visibility and project implementation, including the collection and reporting of data for overall organizational awareness.
- Coordinates all actions with the NSSC program office to ensure that the project remains accurate, current, and appropriately handled to completion of the project.
- Assists NSSC in maintaining the requirements for completion of the project to ensure that problems do not occur during the implementation of the information technology and/or communications programs due to vague or unclear requirements.
- Facilitates regular reporting and monitoring processes among all parties involved.
- Participate in developing a centralized, information system, which would result in standardized information for accountability.
- Analyzes technical documents; gathers information and summarizes it to identify significant trends and issues; participates in working groups that develop and make recommendations to NSSC program managers on the appropriate course to follow on issues.
- Draft reports for the NSSC program managers while working closely with staff to determine priority needs.
- Acts proactively to resolve any problems that interfere with progress or with project completion. Identifies, investigates, and advises NSSC program managers of corrective actions needed on routine problems.
- Serves as a technical expert and advisor to NSSC management on all areas of assigned projects, providing them with updates as required. Coordinates technical elements of the IT and communications aspects of programs with related activities, promoting mutual cooperation in areas that can be combined for more effective results. Reviews reports and papers from staff and contractors to ensure technical accuracy and compliance with NSSC and department objectives, and guidelines.
- Works closely with NSSC program managers to conceptualize projects, determine program needs, and identify priorities based on the benefits and opportunities and/or implementation constraints of the program. Identifies resources, timeframes, requirements, and personnel needed to implement ERP.
- Attends project team meetings and keeps senior staff informed on specific project issues of interest, particularly with regard to costs and requirements with respect to conformance to applicable laws and other regulatory guidelines.
- Maintains up-to-date knowledge and skills related to advancements in the IT/Communications/business solutions field and accurately projects the potential impact on programs.
- Assist the NSSC team in the development and management of the ERP plan, which includes tangible milestones, responsibility, accountability, performance metrics, resource allocation and usage, and delivery schedules.
- Works closely with inter-agency counterparts and senior staff to forecast any additional operational requirements.
- Performs other duties as requested and assigned that are directly related to the ERP project.
