Job Description: The Payroll Specialist will manage all aspects of weekly payroll administration, ensuring accurate and timely processing for both union and non-union employees. This includes maintaining compliance with applicable labor laws, union agreements, and addressing payroll-related inquiries. The Payroll Specialist will work closely with the Payroll team, HR, and finance departments to enhance processes and implement best practices. This role ensures that all pay practices and contract pay requirements are adhered to in accordance with contractual obligations, as well as local, state, and federal regulations. A Day in the Life
- Process Payroll: Manage the end-to-end payroll process for designated payrolls, including data entry, calculations, and verification of timesheets, deductions, and benefits.
- Union Compliance: Stay abreast of union agreements, collective bargaining agreements, and relevant labor laws to ensure accurate interpretation and application of payroll-related provisions. Tracks and submits certified payroll reports electronically to various contract owners including: LCPTracker, MN Dept of Administration, MN Dept of Transportation, WI Dept of Transportation, State of MN and other specialty forms as provided by Contractor. Completes and submits monthly Union reports.
- Audit and Reporting: Conduct regular audits of payroll data to ensure accuracy and compliance. Generate reports for management and external stakeholders as needed. Completes Quarterly and Annual Reports (W-2's, State and Federal Unemployment, etc.). Responsible for proper filing of payroll tax returns and submission of necessary benefit and deduction payments to proper entities.
- Resolve Issues: Address and resolve payroll discrepancies, inquiries, and disputes in a timely and professional manner. Collaborate with relevant stakeholders to resolve complex issues.
- Communication: Serve as a point of contact for employees and managers regarding payroll matters. Maintain open lines of communication to address concerns and ensure compliance.
- Compliance Monitoring: Monitor changes in labor laws, regulations, and union agreements to ensure ongoing compliance with payroll-related requirements.
- Continuous Improvement: Identify opportunities for process improvements and automation to enhance accuracy, efficiency, and effectiveness of payroll operations.
What You'll Need
- Associate's degree in Accounting, Finance, Business Administration, or a related field with a minimum of 3 years of relevant work experience; or equivalent combination of education and experience.
- Minimum 3 years' experience in payroll administration.
- Ability to work independently and collaboratively in a fast-paced environment, managing multiple priorities and deadlines effectively.
- Ability to adapt quickly to changes in payroll laws, tax regulations, or organizational processes.
- Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.
- Excellent communication skills, including the ability to effectively convey complex information to both technical and non-technical stakeholders.
- Ability to approach opportunities and challenges with an energetic, motivational, action-oriented approach.
- Understanding of basic accounting principles, especially in relation to payroll and tax calculations.
- Proficiency in payroll software and MS Office Suites, particularly Excel.
- Excellent attention to detail and accuracy.
- High level of integrity and confidentiality.
Preferred Knowledge, Skills, and Abilities
- PayrollOrg - Fundamental Payroll Certification (FPC) preferred or equivalent payroll experience and knowledge.
- Thorough understanding of labor laws, union agreements, and collective bargaining agreements.
- Payroll Systems - experience with payroll and/or timekeeping platforms, Vista/HCSS/HeavyJob/Workday that integrate with payroll and HRIS systems.
- Knowledge of payroll tax filings with the ability to complete the Federal 940, 941, and W2.
- Knowledge of tax withholding and reporting regulations for both employees and employers (e.g., Federal, State, Unemployment).

The base salary range may vary depending on geographic location, applicant skills, and prior relevant experience.
