SUPERVISES
This position supervises Nurse Coordinator, public health nursing staff (of approximately 45 nurses), medical assistants, and administrative staff.
PRIMARY FUNCTIONS
This is a full-time position in the City of New Haven Health Department that is responsible for clinical and administrative oversight of the nursing section of the Health Department. As part of the Health Department's overall goal and objectives, this role has responsibility for planning, organizing, directing, coordinating, and evaluating a generalized Nursing Program for the City of New Haven, which includes School Health and Infectious Disease Control programs. School Health provides health services throughout the 44 schools in New Haven, serving over 19,000 students. Administrative direction and supervision are received from the Director of Health with policy determination originating from the Board of Health.
TYPICAL DUTIES AND RESPONSIBILITIES
- Gives direction to all programs in the Nursing Division to assure quality and quantity of nursing and other services provided by the section.
- Oversees school-, clinic- and community-based nursing services and nursing services.
- Develops the methodology necessary to allow the work of the Nursing Section to be carried out effectively and efficiently. These include a record system, essential policies and procedures, ensuring optimal staffing patterns, supervisory and consultation service, educational programs etc.
- Collaborates with the Director of Health in the planning and implementing coordination of school, clinic, and community-based nursing services.
- Collaborates with Medical Director on policies and procedures, standing orders, etc.
- Prepares and presents monthly, annual, and special reports as required by areas of responsibility for this program.
- Ensures Health and Wellness Center maintains active license with Connecticut Department of Public Health.
- Participates in the recruitment, selection, and training of new staff.
- Prepares the annual budget for the Nursing Section and oversees the fiscal affairs of the section, such as monitoring, tracking, and reporting on revenue generated by the Nursing Section.
- Guides the work of the nursing staff, reviews, and evaluates work performance, delegates responsibility, and promotes professional growth.
- Participates in community programs by representing public health nursing on a variety of committees and engaging in public speaking to interpret policies, programs needs and accomplishments.
- Participates in activities pertaining to achieving and maintaining public health accreditation, including attending professional meetings and conferences.
- Performs related work as required.

EDUCATION, QUALIFICATIONS & EXPERIENCE
Graduation from an accredited college or university with a Bachelor of Science degree in nursing, with concentration in public health and five years of nursing and/or public health management experience; or a Master's Degree in public health / administration with at least two years' experience in a supervisory or administrative capacity; and demonstrable experience in public health practice related to nursing. Pediatric health care experience preferred. Ideal candidate will also have experience in school nursing, preferably within a district serving several dozen school locations and more than 15,000 students.

NECESSARY SPECIAL REQUIREMENTS
- Graduation from an accredited National League of Nursing (N.L.N.) program with a Bachelor of Science degree program in Nursing.
- Possession of a valid, current Registered Nurse license issued by the State of Connecticut.
- Current cardiopulmonary resuscitation (CPR) certification.
- Valid and current Connecticut driver's license.
- Must obtain and maintain any additional licensure and certifications as required for compliance by the State of Connecticut Department of Public Health.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT
This is a General Fund, "Tested" position. This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees. Bargaining agreements available to review HERE.
General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 10% of pay.
