Navarro Research and Engineering is recruiting for an Emergency Preparedness/Safeguards and Security Manager in Richland, WA.

This position will support Navarro-ATL. Navarro-ATL is located in Richland, WA, and operates, manages, and maintains the 222-S Laboratory Complex for the Department of Energy. The Navarro-ATL members are Navarro Research and Engineering, Inc. (Oak Ridge, TN), and Advanced Technologies and Laboratories International (Gaithersburg, MD).

Lead the execution of the Emergency Preparedness and Safeguards and Security program scope consistent with established goals and objectives while demonstrating creativity and mature judgment in solving complex or novel problems. Provide leadership, direction and integration of team members working within their assigned area of responsibility. Interface with U.S. Department of Energy (DOE) Hanford Field Office and Other Hanford Contractors to ensure 222-S Laboratory Emergency Preparedness and Safeguards and Security programs remain in alignment with Hanford site requirements and best practices.

Responsibilities:

  • Under general managerial oversight, promotes a positive, safety-conscious, and collaborative work environment consistent with the Navarro-ATL mission, vision, and values, based upon openness, trust, communication, teamwork, empowerment, innovation, and satisfaction.
  • Implements ISMS, VPP, and EMS responsibilities in assigned area(s) of responsibility.
  • Effectively leads team members, including establishing arrangements that allow them to perform effectively in their role.
  • Manages assigned scope and subordinates by ensuring adequate resources are provided, assigning, and tracking tasks, evaluating personnel performance, and providing professional development opportunities.
  • Mentors, trains, coaches and counsels' staff in the effective development and delivery of assigned programs, projects and deliverables. Identifies opportunities for improvement, including professional development, training, ongoing review or work products/deliverables, and adjustments to schedule.
  • Ensures adherence to all contract requirements and applicable state/federal regulations as appropriate.
  • Other duties as assigned.
Requirements

Minimum Qualifications:

  • Bachelor's degree in related discipline and 12 years' directly related experience, or equivalent combination of education and/or experience.

Preferred Qualifications:

  • Experience leading programmatic management assessments.
  • Experience implementing Emergency Management program requirements, such as:
    • DOE O 151.1, Comprehensive Emergency Management System
    • DOE/RL-94-02, Hanford Emergency Management Plan
    • DOE-0223, Richland Operations Office Emergency Plan Implementing Procedure
  • Experience implementing DOE Safeguards and Security requirements.

Compensation:

Grade 21: $142,038 - $179,113

In accordance with the Navarro Research and Engineering, Inc (Navarro) salary determination process, Navarro takes into consideration the level of assigned job duties and responsibilities and the candidate's education, training, and/or experience relative to internal peers and the external labor market. A candidate's salary history will not be used in compensation decisions.
