The Community Development Division is responsible for the Council's regional long-range planning efforts; planning technical assistance to local governments; planning for and funding the regional parks and open space system; delivering rent assistance through the Metropolitan Housing and Redevelopment Authority (Metro HRA); and delivering the Livable Communities Act grant programs.

Metropolitan Council Housing and Redevelopment Authority (Metro HRA) administers the federal Housing Choice Voucher program and related programs on behalf of nearly 100 suburban and rural communities throughout Anoka, Carver, and most of suburban Hennepin and Ramsey counties. Metro HRA serves low-income seniors, families and households, as well as individuals living with disabilities.
How your work would contribute to our organization and the Twin Cities region:
The
Supervisor, HRA Special Initiatives will provide operational oversight of a housing mobility program called Community Choice Demonstration (CCD). The CCD is a federally-funded research study testing housing mobility services - the study builds upon research that shows growing up in low-poverty neighborhoods improves children's academic achievement and long-term chances of success and reduces intergenerational poverty. The Metro HRA and Minneapolis Public Housing Authority (MPHA) were selected as one of nine joint sites nationwide. The Supervisor has the primary responsibility of overseeing program service delivery, program staff, and acting as a liaison to other partners (Metro HRA staff and leadership, technical assistance providers, HUD, the research partner, referral partners, service providers, etc.). They oversee the work of program staff implementing and operating the CCD, participate in the monitoring of utilization, program performance, and program enrollment; and work closely with internal and external program partners to see that the program services operate smoothly. The Supervisor, HRA Special Initiatives, will also have the primary responsibility of approving financial assistance and incentive requests from clients and property owners.

What you would do in this job

- Support special initiatives staff; assign prescribed work, establish priorities, monitor progress, and provide ongoing feedback and support to program staff to maintain services as described in the guidance, training and operational documents.
- Regularly meet with staff to review program participant progress/performance, provide case consultation, as necessary.
- Monitor changes related to special programs, and disseminate new information to staff, leadership and internal stakeholders. Make recommendations for changes as appropriate.
- Monitor program enrollment and utilization; update project partners through required reports and meetings, conduct regular case file reviews for completeness and compliance.
- Provide regular written and oral program updates as well as compliance and performance reports to Program Manager, internal, and external program partners.
- Participate in meetings, interviews, and site visits with the research partner, program sponsors, and affiliated agencies, along with other related activities as requested.
- Budget monitoring; participate in annual budgeting conversations and monitor approved special initiative budgets, coordinate with finance to process invoices, develop and maintain financial guidance in accordance with Met Council, funder, special initiatives policies, and process financial assistance and incentives as defined by program policy.
- Stay up to date on best practices related to assigned initiatives and represent special initiatives staff and Metro HRA in internal and external stakeholder meetings.

What education and experience are required for this job (minimum qualifications)

Any of the following combinations of completed education (in housing, social services, or a related field) and experience administering housing assistance programs or other public subsidy programs:
- Bachelor's degree or higher with four years of experience, including one year of experience in a management, supervisory or project lead role with an emphasis in outreach and community engagement strategies.
- Associate degree with six years of experience, including one year of experience in a management, supervisory or project lead role with an emphasis in outreach and community engagement strategies.
- High school diploma/GED with eight years of experience, including one year of experience in a management, supervisory or project lead role with an emphasis in outreach and community engagement strategies.
What additional skills and experience would be helpful in this job (desired qualifications):
- Direct program management experience related to federal and state-funded rent assistance programs using highly prescriptive methodologies.
- Direct experience working with neighborhood and community organizations in program planning and development.
- Direct experience motivating and managing a team with competing priorities as a trustworthy leader.
- Direct experience working with diverse backgrounds, experiences, cultures, and limited-English speakers.
- Strong organizational and time management skills; excellent communication skills including public speaking.
- Experience applying knowledge of institutional racism and the historically different impact of public investment on communities of color to one's work in the housing sector.
What knowledge, skills and abilities you should have within the first six months on the job:
- Knowledge of Housing Choice Voucher or other similar assisted housing programs.
- Knowledge of trauma informed care and harm reduction principles.
- Knowledge of state and federal regulations, program rules and standard business practices regarding the operation of rental assistance programs.
- Knowledge of racial and social equity and an ability to participate in conversations about race, equity, and lived-experience, as well as identify opportunities to integrate equity initiatives into the work.
- Knowledge of working with people experiencing long-term homelessness or at risk of homelessness.
- Skills to analyze, interpret and apply laws, rules, regulations, and procedures pertaining to rent assistance programs.
- Skills to identify opportunities for efficiency or areas for improvement and recommend/implement solutions or change.
- Skills to support staff in appropriate and ethical use of crisis management, de-escalation, conflict mediation, and motivational interviewing.
- Demonstrated experience in developing innovative community engagement initiatives and skills in successful meeting facilitation that effectively engages diverse populations.
- Ability to inspire and motivate employees to do their best and ability to display high integrity, professionalism, and honesty.
- Ability to understand the impacts of systemic and institutional racism within Black, Indigenous and People of Color (BIPOC) communities when supporting staff and implementing process.
- Ability to establish positive relationships and partnerships with other agencies, employees, internal and external contacts, non-profits, residents, historically underrepresented communities, and people with limited English.
- Ability to effectively lead a team and motivate employees to reach their highest potential.
- Ability to effectively communicate verbally with both individuals and groups, including clients, property owners, PHA staff, and external stakeholders.
