Budget Analyst

Location: Fort Belvoir, VA - T8
Location Type: Hybrid (M/F Remote, Tuesday - Thursday on-site)
Clearance: Active DOD Secret Clearance Required
Salary Range: $85k - $95k

Seeking an experienced Budget Analyst who is expert in budget execution, with the ability to independently research and assist in the completion of financial transactions. Budget Analyst will provide and possess the ability to utilize critical thinking skills at the senior proficiency level for Comptroller financial operations and financial systems capabilities which interface with Investment planning and analysis; provide and apply an understanding of the logistical financial process for the Army.

Required Qualifications:

  • Minimum 4-5 years' experience managing complex IT projects / operations / systems /applications of a nature similar in size and scope as referenced under this TO.
  • Assist in the coordination with the Assistant Secretary of the Army for Financial Management & Comptroller for the Army Working Capital Fund and General Ledger Accounts
  • Assist in providing help to the Army ITAS Users on Financial, Acquisition, and Asset Management Reporting
  • Provide Accountability Reporting on Joint Review Reconciliation of Accounts to include working knowledge of Canceling Year, Current Year and Prior Year accounts.
  • Assist in the execution of Miscellaneous Financial Transactions in the Automated Financial Systems to include GFEBS and GFEBS-SA.
  • Coordinate, track, and analyze reports from GFEBS identifying transactional issues for the Army.
  • Provide expertise in utilizing Microsoft Excel, WORD, and PowerPoint presentation to present financial status reports that are grammatically correct in spelling and sentence structure
  • Possess understanding of the Army Planning, Programming, Budgeting, And Execution process.
  • Possess high degree of expertise and experience IT software and systems across Army, understanding of how to identify, clarify, classify and build requirements and breakdown systems understand system's components and relationships.
  • Understand Army General Fund Enterprise Business System (GFEBS) information technology commitment items.

Desired Qualifications:

  • 4 plus years' experience in leading multiple complex tasks and high impact assignments and acquired knowledge, skills, and abilities to determine innovative solutions to complex requirements.
  • Former senior level US Military or Federal Civilian employees
  • Experience in the HQDA or Command HQ Chief Information Officer (CIO), G-6, G-3/5/7 or G-8; or equivalent offices
  • Ability to coordinate with the Assistant Secretary of the Army for Financial Management & Comptroller for the Army Working Capital Fund and General Ledger Accounts.
  • Provide training using expertise support on GFEBS Oracle BI reporting functionality to train personnel on GFEBS reporting.
  • Understand the Army Request for Information Technology (ARFIT) process, the ITAS, the ITAS waiver process, and
  • Computer Hardware, Enterprise Software and Solutions (CHESS) as mentioned in Army Regulation 25-1, Army Information Technology, 15 July 2019 and Department of Army Pamphlet 25-1-1, Army Information Technology Implementation Instructions, 15 July 2019.
