General Description

The SCADA Systems/Operational Technology (OT) Administrator for the Water and Wastewater Operations Division administers the daily operations of the agency's Supervisory Control and Data Acquisition (SCADA) Systems and programming activities. Leads, develops and implements Operational Technology (OT) initiatives that enable the division to meet its short- and long-term goals and objectives. Ensures the division OT infrastructure is successfully engineered to maintain the most stable environment by identifying needs and developing and providing appropriate training and support for all users. Develops OT policies and procedures to ensure consistency with standards and common systems. Experience with managing change process while maintaining a stable environment. Implements and oversees operation budget and expenditures.

Plans, designs, implements, and administers the SCADA network, including, but not limited to automation control, communication, servers, Virtualization, Domain Controllers, Active Directory, and network support systems. Researches and evaluates new and existing approved operational methods, software, techniques and equipment, and recommends their application in existing SCADA systems. Acquires software as well as hardware used in control systems and provides resolution to hardware, application software and SCADA system problems. Performs SCADA related work with consultants, integrators, and contractors.

Provides technical leadership and direction in ensuring successful integration of new processes and technologies with existing SCADA systems. Motivates, and develops all staff within the SCADA Division. Ensures the organizational structure is appropriate for supporting the organization's current and future needs by recruiting appropriate talent. Must have strong written, verbal, interpersonal and presentation communication skills.

Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in computer science, public or business administration or closely related field.

(One year of relevant experience may be substituted for each year of required education.)

Requires four (4) years of high level supervisory experience in planning, managing and implementing large and complex technology solutions relevant to area of assignment or closely related experience.

Special Certifications and Licenses Required
Valid Florida Class E Driver's License is required for duration of appointment.

Preferences
  • Master's Degree or higher in Computer Science or closely related field.
  • International Society of Automation (ISA) Certified Automation Professional (CAP) Certificate.
  • International Society of Automation (ISA) Cybersecurity Fundamentals Specialist Certification or equivalent Industrial Controls Systems Security certification.
  • Project Management Professional (PMP) certification.
  • At least (3) years of System Administrator experience including servers and startup.
  • At least (3) years of experience in water/wastewater SCADA management.
  • At least (3) years of experience with performing research, data analysis, and feasibility studies in order to submit technical and management reports.
  • At least (3) years experience with managing complex and sophisticated mission critical projects.
  • At least (3) years experience with Windows Servers, Virtualization (VMWare, HyperV, etc.), Domain Controllers, Active Directory, and Storage Area Networks.

DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Directs the acquisition, development, testing, implementation, enhancements and maintenance of custom and packaged applications; provides research to determine how and when new and emerging information technology products and service approaches can provide significant measurable benefits.

Meets with staff, peers, agency directors, and customers to conduct analysis, provide appropriate services and support to assist with their projects and initiatives; provides senior management with related group information to assist in planning and decision making within the organization.

Acquires core computer hardware and software; installs, configures and upgrades systems; leads feasibility studies and cost/benefit analysis of business requirements; performs resource management planning.

Manages system administration policies and standards on servers and associated operating system settings as associated with infrastructure architecture; operates call center.

Assists with IT security policy development and management; maintains configuration management and change control for the enterprise.

Performs related work as assigned.
