Idaho National Laboratory is hiring a Commercialization Manager to work in our External Engagement and Communications department in the intellectual property (IP) and commercialization group to enhance the impact of its research and development through technology deployment. Our team works a 9x80 schedule located out of our Idaho Falls EROB facility with every other Friday off.

You will report to the Director, Technology Deployment with no direct reports.

Responsibilities Include:

The Commercialization Manager will be an intellectual property (IP) and commercialization strategist and manage assigned portfolios of intellectual property to promote INL's mission goals. Technical experience in the following areas is preferred: Nuclear Science and Technology, National and Homeland Security, Energy and Environment and Software Programming/Engineering.




  • Program execution and take primary responsibility for the cradle to grave management of the assigned intellectual property portfolio, including the legal protection thereof (patent prosecution/maintenance and copyright assertion) with Battelle Energy Alliance (BEA) legal.



  • Strategically identify partnering opportunities and reduces such opportunities to working relationships to promote the advancement of INL's mission in collaboration with INL's R&D directorates and Agreements Management. Coordinate Technology Deployment activities into the Associate Laboratory Directorate (ALD) programs.



  • Build and actively engage Technology Deployment's transformation and roadmap. Contribute to activities that demonstrate INL leadership in technology transfer.



  • Brands Technology Deployment as a responsive, high quality and fully integrated organization through performance and communications.



  • You will work with high-level strategic directions set by the Director of Technology Deployment to manage assigned portfolio of deployable technology and intellectual property to promote assigned portfolio, which includes: Building a strategic portfolio of deployable technologies that support lab-wide and mission strategies; Securing and building strategic IP assets (patents and software copyrights); Identify the best use of IP and deployable technologies;



  • Lead the Directorate patent and copyright committee.



  • Develop and accomplish deployment strategies that support lab-wide mission strategies, including applying IP and INL capabilities to build partnerships and engagement with industry;



  • Define and execute marketing strategies for the strategic portfolio of technologies and IP; Prepare for, carrying out and representing us in negotiations in a manner consistent with INL's mission goals and technology transfer policies;



  • Reduce negotiations to written, mutually beneficial agreements without undue delay; Identify and communicate risks of technology transfer decisions to partners/decision makers within the company;



  • Mitigating risks of technology transfer decisions; Engage relevant team members in developing final agreements for approval and execution;



  • You will help manage the agreement life cycle, e.g., modifications, compliance, performance, termination, etc.



  • Understand and ensure compliance with policies, procedures, and regulations associated with IP, licenses and related contracts (including conflict of interest and fairness of opportunity);



  • Oversee technology and IP deployment projects carried out by junior staff members; Mentor INL professionals involved in technology management and IP aspects; Identify nonfederal technology transfer opportunities and translate such opportunities to working relationships that promote the advancement of INL's mission. Developing and carrying out nonfederal technology transfer strategies that support mission strategies;



  • Develop effective working relationships with external customers (including other DOE laboratories, other Battelle organizations, and industry) and with management and technical teams across the INL to allow access to INL facilities and capabilities; Identify and support opportunities for effective use of Technology Deployment royalty funds to achieve INL Technology Deployment goals.



  • Identify risks of nonfederal technology transfer decisions to partners/decision makers within the company; Understanding and complying with policies, procedures, and regulations related to Cooperative Research and Development Agreements (CRADA), Work for Others (WFO) and other technology transfer contractual mechanisms used at the INL.



  • You will use professional expertise to evaluate new technologies and market opportunities, conducting assessments and using business intelligence tools to align innovations with industry needs.



  • Guide the outreach strategies for intellectual property, creating collateral and professional materials that resonate with external partners. This may also include outreach strategies to promote use of INL capabilities and expertise.


  • You will assist with supporting licensing practices, ensuring understanding of legal standards and INL policies. Maintain compliance with intellectual property (IP) agreements and software licenses.

  • Collaborate with internal and external partners to foster innovation, support commercialization projects, and cultivate meaningful relationships that promote promising INL technologies.



  • Support the management, protection, and exploitation of assets, ensuring that inventions and innovations are properly licensed and commercialized according to INL's policies and goals.



  • Encourage and stimulate innovation within INL, helping find support to overcome challenges and promote promising technologies through the research "Valley of Death."



  • Contribute to the training of INL staff in areas related to technology transfer, including IP management, licensing practices, and market-focused business intelligence.



  • May mentor staff and review work for compliance with policies, procedures, regulations, and understanding of strategies.



  • May guide team members and team members in best practices for IP management and deployment.



Qualifications

Minimum Requirements:

Level 2-Bachelor of Science Degree in a Science and Technology area and 2 years of relevant experience or a Master's Degree.

Level 3-Bachelor of Science Degree in a Science and Technology area and 5 years of relevant experience or a Master's Degree and 2 years or a PhD and 2 years of relevant experience.



  • Due to our need for additional support in managing nuclear science and software technologies, we will have a preference towards candidates with S&T degrees in nuclear, physics, computer science, or other related fields.

  • This position requires the ability to obtain and maintain a Department of Energy "Q" clearance, which requires US Citizenship.




Job Information:




  • The pay range for this position is: Level 2 Grade 440 ($77,628-$159,228) / Level 3-Grade 450 ($93,204-$191,076). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.



  • TDP: This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.



  • Multi-Level: This is a multi-level posting and you will be placed at the appropriate level dependent on depth and breadth of proven experience and skills.
