Overview:

We are seeking a Quality Support Team Lead who will focus on leading the Quality support effort for the Enrichment Science and Engineering Division (ESED) at Oak Ridge National Laboratory (ORNL) and serving as a liaison between the ESED and ORNL's Quality Assurance Division (QAD). This position resides in the Isotope Enrichment & Facilities Group within QAD, Environment, Safety, Health, and Quality (ESH&Q) Directorate at Oak Ridge National Laboratory (ORNL) and is matrixed to the Systems & Process Assurance (SPA) Section within ESED.

ESED is one of four Divisions of the Isotope Science and Engineering Directorate (ISED) at Oak Ridge National Laboratory (ORNL) and serves the nation in two critical areas: advancing enrichment technologies and exploring enriched stable isotope production and applications. The division leverages an elite staff of scientists and engineers with the world-leading capabilities of Oak Ridge National Laboratory to deliver groundbreaking advancements with a variety of applications, from national security to life-saving medical treatments.

Highly qualified Quality Assurance professionals are needed to manage the quality support efforts on assigned projects by assigning Quality Assurance (QA) personnel resources and analyze quality related requirements and operations within ESED to manage tasks accordingly within the identified scopes and schedules. The candidate is expected to apply their knowledge of principles and practices to a broad range of research and development (R&D), manufacturing, engineering, and isotope production assignments while managing the responsibility for the planning and execution of a wide variety of quality assurance tasks performed in collaboration with other operating functions/disciplines.

The Quality Support Team Lead is responsible for providing leadership and direction to the other matrixed QA team supporting ESED activities and engaging in activities that support the establishment and execution of the approved Quality Program. The Quality Support Team Lead will aide in the successful execution of Isotope Science and Engineering Directorate (ISED) missions by teaming with the ESED line management and staff for isotopes research and production while ensuring conformance with established performance criteria in accordance with ISO and NQA-1 quality standards.

Major Duties/Responsibilities:

  • Identify staffing and other resource requirements.

  • Identify, establish, and nurture quality program development in support of the Lab Agenda.

  • Establish and ensure an open and supportive working environment where staff report issues and concerns without fear of retribution so trust permeates the organization.

  • Establish an environment where learning never stops, honest mistakes are treated as opportunities to learn, and challenges are welcomed as a means to improve performance.

  • Encourage open and ongoing dialogue about identified issues to promote a questioning attitude, a healthy respect for what can go wrong, and continuous learning from operational experiences.

  • Ensure Quality Representatives are prepared to support the line organization by assigning required training and through coaching, mentoring and clearly communicating assigned tasks and expectations.

  • Provide performance feedback to team members.

  • Prepare task/project plans.

  • Communicate and support strategies for the implementation and oversight of the Quality program.

Basic Qualifications:

  • BS degreewith 8 years of relevant experience or an M.S. with 7 years of relevant experience

  • Ability to hold and maintain a DOE Q security clearance

  • Demonstrated experience working with diverse R&D teams to solve complex, interdisciplinary problems.

  • Possess in-depth knowledge of quality requirements and standards associated with, DOE O 414, NQA-1, and ISO 9001:2015

  • The ability to work flexible hours. Minor travel may be necessary.

  • Excellent written and oral communication skills with proven ability to successfully interact with internal and external project stakeholders

  • Proven ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever-changing needs

Preferred Qualifications:

  • Active DOE Q clearance

  • 2+ years of experience in experimental R&D within a large, multiprogram research environment

  • Advanced knowledge of Quality Assurance implementation responsibilities during engineering design and manufacturing associated with Contractor and Supplier oversight controls and processes including audits and surveillance activities.

  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.

  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.

  • Experience within the isotope enrichment industry

  • Understanding of DOE Order 413.3

  • Experience with the marking, handling, and storage requirements of sensitive documents (e.g., OUO, ECI, UCNI, CRD, SRD)

Special Requirements:

  • Physical Requirements: Work involves various physical requirements and working conditions. As such, a pre-hire physical will be required after offer.

  • Q clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
