Job DescriptionThe Fleet Manager is responsible for overseeing the procurement, maintenance, operation, and compliance of all Texas State Technical College (TSTC)-owned vehicles. This role plays a critical function in managing campus transportation needs, ensuring compliance with state and federal regulations, optimizing fleet efficiency, and enhancing safety, sustainability, and cost-effectiveness.

Essential Functions:

  • TSTC's core values: demonstrates Excellence, Accountability, Service, and Integrity in all interactions with stakeholders, customers, students, and community members.

  • Fleet Procurement & Disposal: Oversee vehicle procurement, vendor performance, and compliance with State of Texas purchasing guidelines. Manage vehicle retirement and disposal in accordance with state and federal asset management regulations.

  • Preventive Maintenance & Safety Compliance:

    • Develop and implement preventive maintenance schedules to ensure fleet longevity and compliance with Texas Department of Transportation (TxDOT) and Federal Motor Carrier Safety Administration (FMCSA) standards, as applicable.

    • Ensure vehicles meet Texas state inspections, emissions standards (TCEQ), and EPA environmental regulations, as required.

    • Address manufacturers recall promptly and maintain compliance with Occupational Safety and Health Administration (OSHA) safety protocols.

  • Daily Fleet Operations: Manage vehicle scheduling, fuel tracking (WEX systems), invoice payments, and maintenance coordination. Responsible for making sure all TSTC vehicles are well-maintained, well-equipped, fuel-efficient, and operated by skilled drivers.

  • Vehicle Use & Reservations: Oversee the entire vehicle reservation, use, and return process, ensuring compliance with driver eligibility, vehicle use restrictions, and ensuring drivers report information as required: license plate, return date and place, ending mileage, fuel receipts, car wash receipts, pre-trip inspection reports, and accident reports.

  • Vehicles permanently assigned to departments: Manages and/or oversees these TSTC-owned vehicles to ensure they are well-maintained, compliant with all applicable requirements, and operated safely by designated trained drivers.

  • Risk Management: actively collaborates with Risk Management as needed.

    • Act as the primary liaison for vehicle insurance claims, working with appraisers, inspectors, adjusters, repair shops, Enterprise Claim Management, and TSTC's Risk Management to expedite damage assessments and repairs.

    • Maintain accurate vehicle inventory/schedules for insurance/compliance and audit readiness.

  • Operational Efficiency & Fleet Optimization:

    • Analyze fleet performance data and implement strategies for fuel efficiency, cost reduction, and sustainability.

    • Utilize fleet management software, telematics, GPS tracking, and Geotabs to monitor vehicle performance and driver safety.

  • Training & Personnel Management:

    • Manage driver safety training and ensure all TSTC fleet operators meet eligibility requirements.

    • Lead and support fleet staff to foster a productive and compliant work environment.

  • Budget & Financial Oversight:

    • Lead fleet budgeting processes, conduct monthly expenditure analysis, and collaborate with the Finance Team to ensure cost-effective operations.

    • Analyze leasing vs. purchasing decisions and make recommendations based on Total Cost of Ownership (TCO) and life-cycle analysis.

  • Fleet Compliance:

    • State & Federal Reporting: Ensure timely completion of state-mandated fleet reports and compliance documentation.

    • Maintains all servicing, fuel efficiency, and inspection records.

    • Ensures compliance with applicable TSTC SOS's policies, as well as adherence to transportation laws and regulations.

  • Vendor & Partner Management:

    • Collaborate with Enterprise, local dealerships, and state purchasing cooperatives to secure cost-effective fleet acquisition opportunities.

    • Oversee vehicle registration, licensing, and compliance renewals.

  • Reports to Leadership: Generates forecasts reports to inform leadership of equipment needs. Communicates with respective management teams on fleet issues, concerns, and needs.

Qualifications:

  • Associate's preferred. A combination of education, training, and relevant experience will be considered.

  • Experience managing multi-location fleet operations.

  • Strong knowledge of TxDOT, FMCSA, and EPA regulations.

  • Familiarity with fleet financing, cost-benefit analysis, and vehicle life-cycle management.

Knowledge, Skills & Abilities (KSA's):

  • Strong commitment to customer service, teamwork, and operational excellence.

  • Demonstrated proficiency in quantitative analysis, budget management, and financial forecasting.

  • Expertise in fleet management systems, GPS tracking, fuel monitoring, and vehicle telematics.

  • Knowledge of state procurement policies and vehicle acquisition strategies.

  • Excellent management, organizational, and problem solving skills.
