Responsibilities
Position Overview: We are seeking a Senior Program Financial Manager to join our dynamic team. This role provides financial oversight, strategic planning, leadership, and compliance management for key federal programs. The ideal candidate has deep expertise in government contracting, financial analysis, program budgeting, and leadership in project control, with a strong ability to influence decision-making through data-driven insights. Project Overview: The Senior Program Financial Manager performs complex financial/administrative reporting and analysis for program financials on one or more medium to complex programs. You will be a key member of the Program Finance team, working with Program Leadership, Contracts, Accounting, and Program Finance to maintain contract budgets, review contract billing, and estimate program costs. Requirements may include program cost control and management using cost baselines, revenue and profit recognition, forecasting, customer reporting, invoicing support, direct and indirect rate analysis, annual and multiyear planning, monthly forecasting, program compliance with FAR and GAAP regulations, and program initial setup to include project codes with work breakdown structure and billing setup. More specifically: Key Responsibilities:
Lead, mentor, and assess team members to achieve operational objectives and deliver results. Provide strategic financial guidance and ensure the timely completion of project financial milestones across multiple programs.
Lead financial planning, budgeting, forecasting, and variance analysis for multiple federal programs. Monitor and track program expenditures, ensuring compliance with FAR, DFARS, and REI Systems' financial policies. Work collaboratively with and provide financial support to multiple program managers in the preparation and analysis of project financial and scheduling data. Work collaboratively with other functional support personnel (contracts, subcontracts, HR, etc.) to support the program managers with other complex contracts, project, or business-related tasks. Review contract awards and modifications to ensure that accounting, billing, finance, and funding are aligned properly in the relevant systems. Prepare project cost/schedule baselines, monthly management financial reports, and assist with preparation of monthly program reviews. Participate in monthly PMR meetings and provide comprehensive financial insights. Support the development of annual operating plans, forecasts, and support monthly, quarterly, and annual updates. Identify and quantify any potential Risks and Opportunities not in the forecast. Support the monthly business rhythms of both the program and finance organization. Perform financial analysis in support of ongoing program management and ensure alignment with strategic goals. Support all customer and vendor requests for data in support of contract requirements and provide statistical reports with regards to client funding utilization. Develop accurate and timely monthly performance reports for the programs and projects. Ensure propriety of employee and subcontractor labor charging and ensure that clients are billed on time with all charges accurate and supported. Responsible for all program monthly accounts payable status and ensure timely and accurate posting of all month-end accruals. Track funding and ceiling amounts for respective tasks/CLINS/ACRNs. Provide 75% funding notification dates per contractual requirements. Project Control Expertise: Oversee and implement comprehensive project controls including cost tracking, earned value management, and schedule performance. Leverage advanced forecasting tools to predict and manage program budgets and timelines.
Qualifications
Qualifications:
10+ years in program financial management, preferably in a federal contracting environment. Strong leadership and mentoring experience in managing finance teams and collaborating with cross-functional groups. Expertise in Deltek Costpoint, SharePoint, and Microsoft Office applications. Extensive experience with managing financials in government contracting, various contract types, FAR, indirect rate structures, etc. Advanced knowledge of program control, variance analysis, cost baseline preparation and reviews, break-even, and other ad hoc analysis. Extensive experience managing project budgets, financial risk analysis, and identifying opportunities for cost savings and efficiencies. Proven ability to lead and manage financial teams, driving team results and ensuring optimal financial performance. Advanced knowledge of accurate timekeeping and charge code management, cash collection, invoicing, and revenue recognition on various contract types. Strong Excel skills - Demonstrated experience working with large data sets, using advanced Excel functions (VLOOKUP, Pivot Tables, Filters, Sumifs). Effective verbal and written communication skills.
Education: Bachelor's degree in Finance, Accounting, Business Administration, or related field (Master's degree preferred). Clearance: US Citizenship required.
