SLS is seeking an experienced Site Health & Safety Officer (SSHO) interested in international travel to join a fast-growing and dynamic Federal Division that is aggressively pursuing civil infrastructure opportunities across the Indo-Pacific Region with federal clients, such as the Naval Facilities Engineering Command (NAVFAC), U.S. Army Corps of Engineers (USACE), and Air Force Civil Engineer Center (AFCEC).

The SSHO will be responsible for implementing and managing project safety plans and procedures to ensure safety is incorporated into the design documents, and the construction activities are performed with a proactive approach focused on the health & safety of the public and the project staff while meeting or exceeding all contract requirements. The SSHO will have day-to-day operational responsibility to the Project Manager and/or Project Superintendent, and functional responsibility to the Director of HSE.

Responsibilities
  • Serve as the on-site SSHO reporting primarily to the Project Manager/Superintendent, with additional functional responsibilities to the Director of HSE.
  • Ensure proper implementation of the government accepted Accident Prevention Plan (APP), Activity Hazard Analysis (AHA's) and all other contractual safety requirements. On-site presence is required at all times when work is being performed.
  • Work closely with the Project Manager and the government to ensure accomplishment of all safety objectives.
  • Attend periodic project meetings including pre-work and preparatory meetings.
  • Effectively communicate Safety Plans/ Procedures expectations and requirements with all stakeholders.
  • Ensure subcontractor compliance with all safety procedures and plans.
  • Conduct documented safety orientation training and ongoing job and evolution specific safety training for all required jobsite personnel.
  • Ensure the requirements of 29 CFR 1926.16 and EM 385-1-1 are met for federal jobs.
  • Conduct all safety & mishap investigations. Produce and maintain accident reports and all other required records for safety violations, near misses and work-related injuries.
  • Establish a Safety and Occupational Health (SOH) Deficiency Tracking System, listing & monitoring outstanding deficiencies until resolution.
  • Maintain and foster a proactive safety posture, conducting documented daily health & safety inspections, enforcement activities and best practices evaluations.
  • Develop follow-on Accident Prevention Plans and Activity Hazard Analysis as required.
  • Acquire and maintain applicable safety reference material on the jobsite, including any required postings.
  • Establish, train and direct efficient staffing of competent project safety representatives as required.
  • Perform additional assignments per the Project Manager's discretion.
Qualifications
  • Minimum of five (5) years of experience preparing & enforcing safety programs on large construction projects; required.
  • 2-yr or 4-yr Degree in Occupational Safety, Industrial Hygiene or related field; strongly desired.
  • Certified Safety Professional (CSP); strongly desired.
  • Current OSHA 30-hour & EM 385-1-1; required.
  • Experience working on federal project with DOD/USACE/NAVFAC; strongly desired.
  • Proficiency with a computer and with MS Office products (Outlook, Word, Excel); required.
  • Ability to speak, read and write fluent English; required.
  • Ability to successfully pass background/security check; required.
  • Secret or above Security Clearance; strongly desired.

Physical Demands:

  • Use of manual dexterity, tactile, visual, and audio acuity.
  • Use of repetitive motion, prolonged periods of sitting and standing, and sustained visual and mental applications and demands.
  • Occasional lifting (up to 15 pounds), bending, pulling, and carrying.
