Who we are and what we do:

TennCare is Tennessee's managed care Medicaid program that provides health insurance coverage to certain groups of low-income individuals such as pregnant women, children, caretaker relatives of young children, older adults, and adults with physical disabilities. TennCare provides coverage for approximately 1.7 million Tennesseans and operates with an annual budget of approximately $14 billion. It is run by the Division of TennCare with oversight and some funding from the Centers for Medicare and Medicaid Services (CMS).

Job Overview:

Data Management Team is responsible for all the data contained within the TennCare domain. This includes providing oversight over all data aspects including defining policies and procedures related to data, databases including security concerns, auditing capabilities and effective database designs.

Key Responsibilities:

  • Collaborate with the business leads on new and existing enterprise data within the reporting and operational databases.
  • Assist in the Data Ecosystem efforts including Master Data Management (MDM), data quality (DQ), data warehouse (DW), ETL development efforts, making sure that the business rules are implemented correctly through complex data analysis.
  • Developing and maintaining standards for data management as well as building a library of database related tools to support the operations and user acceptance testing teams.
  • Ensuring the proper handling and storing of sensitive (PII, PHI and FTI) data in compliance with State, Federal and TennCare guidelines.
  • Creating/Analyzing conceptual, logical and physical data models within the TennCare Enterprise to provide key data insight to meet the needs of TennCare management and the business.
  • Review existing implementations of on-prem and cloud RDMS for best practices and design issues.
  • Oversee issue research and troubleshooting issues impacting all database systems.
  • Ability to collaborate with multi vendors to solve complex data related issues and interoperability constraints.
  • Examine and identify database structural necessities by evaluating required documentation and database designs.
  • Analyze the proposed implementation of databases to ensure that they are effective database solutions and models to store and retrieve data efficiently and securely.
  • Provide guidance and direction to the Data Management Team on any data related activities.

Minimum Qualifications:

  • 3+ years of relational database and data warehouse design and support experience including MDM solutions.
  • 3-5 years' experience with DBMS (Snowflake, Oracle, SQL Server, MySQL, PostgreSQL, etc.).
  • 3-5 years' experience with ETL tools.

Excellent communication skills required including the ability to communicate with upper management on complex technical topics.

Desirable Qualifications:

  • Experience with Oracle Audit Vault
  • Experience with Service Now
  • Experience working with and communicating with cross-functional groups (Architecture, Development, QA/Testing, Production Support, Systems Administration)
