THE POSITION

Are you interested in management level, legal support work? If so, consider joining the Insurance Department's Administrative Hearings Office (AHO) as a Legal Analyst. This position gives you the opportunity to perform various legal and administrative tasks as determined by the Chief Hearings Examiner and as requested by the AHO's Hearings Examiners or Hearings Administrator. Work involves general legal and administrative support through all facets of the adjudicative process, from case inception through appeal. DESCRIPTION OF WORK

As a Legal Analyst, you must possess knowledge of the application of legal principles to individual cases or problems and knowledge of court rules and administrative agency procedures. In addition, you must have the ability to understand and interpret constitutional provisions, statutes, administrative regulations, and precedents, as well as the ability to analyze facts, evidence, and precedents, and arrive at logical interpretations. You will have the opportunity to:

  • Conduct legal research
  • Draft memoranda
  • Review files and prepare content summaries
  • Prepare legal correspondence as well as adjudications and orders
  • Participate in conferences and hearings
  • Maintain case digests

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 2 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Five years of legal research and analysis experience including three years at the professional level, and an associate's degree; or
  • Three years of professional experience in legal research and analysis, and a bachelor's degree; or
  • A Juris Doctor degree from an American Bar Association accredited law school; or
  • An equivalent combination of experience and training which includes two years of professional experience in legal research and analysis.
  • Applicants will be considered to have met the educational requirements once they are within 3 months of graduating with a qualifying degree.
