Procurement Operations Manager

We are seeking a Procurement Operations Managerto whom reports to the Director of Purchasing Operations and is a key member of the Procurement Team. This position serves as the project manager for all procurement operations related initiatives and is responsible for daily management of the procurement operations, including overall transactional procurement execution and supply chain operations.

Specific Duties & Responsibilities

  • Overall responsibility for day-to-day procurement operations and owns the continued improvement of the user experience as it relates to all procurement processes.
  • Manages the transactional purchasing team, developing standard procedures and ongoing training to improve process cycle time and end user experience.
  • Manages relationships, acting as central point of contact for performance issues, regular reviews, and development of requirements and modifications.
  • Contributes to the development and implementation of improved procurement processes, including optimization of the procure-to-pay processes based on business needs and strategic objectives.
  • Develops specialized reporting and informational queries to support procurement operations and customer service
  • Develops, leads, & executes project management deliverables, including business requirements documents, detailed project plans, milestone charts, etc.
  • Performs business process reengineering and workflow studies to drive improvements in Procurement operations effectiveness and scalability.
  • Benchmarks purchasing's current state and develops plans for leading the procurement effort to procure-to-pay (P2P) excellence.
  • Prioritizes tasks consistent with meeting overall organizational goals.
  • Builds relationships and networks with multiple functions and at the leadership levels.
  • Performs other related projects and duties as requested.

Special Skills and Knowledge

  • Comprehensive understanding of PO process and requisition to payment processes.
  • Solid working knowledge of the procure to pay applications and surrounding business processes for procurement.
  • Strong collaborative skills, positive attitude, high energy and results orientation.
  • Strong detail orientation and process improvement focus.
  • Proven ability to manage and motivate professional staff toward successful results.
  • Exceptional ability to effectively articulate difficult ideas and concepts through clear and concise verbal and/or written communication.
  • Must be able to think critically and structure creative solutions to ambiguous and difficult challenges.
  • Must be able to hit demanding deadlines without requiring constant follow-up.
  • Must be able to re-order project priorities on short-notice and adapt to changing requirements.
  • Must possess strong conflict management and facilitation skills.


Minimum Qualifications
  • Bachelor's Degree required preferably in Business, Finance, Accounting, Technology or Engineering. Advanced degree in related discipline preferred.
  • Five years of progressively responsible work experience supporting procurement projects, programs and systems in a complex, procure-to-pay (P2P) environment.
  • Additional education may substitute for required experience and additional experience may substitute for required education, to the extent permitted by the JHU equivalency formula.


Preferred Qualifications
  • Requires knowledge of flowcharting software, MS Word, MS Excel and PowerPoint software. Knowledge of SAP and Procure-to-pay solutions preferred.

The referenced base salary range represents the low and high end of Johns Hopkins University's salary range for this position. Not all candidates will be eligible for the upper end of the salary range. Exact salary will ultimately depend on multiple factors, which may include the successful candidate's geographic location, skills, work experience, market conditions, education/training and other qualifications. Education and Experience Equivalency
Please refer to the job description above to see which forms of equivalency are permitted for this position. If permitted, equivalencies will follow these guidelines: JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
