OUC - The Reliable One, is presently seeking a SCADA/Communications Technician II to join the Transmission, Substation & Systems Protection division. At OUC, we don't just work - we're building a bright future of innovation and transformation for future generations.

We are looking for a highly motivated, detail-oriented professional with a strong technical background in SCADA systems and telecommunications. The ideal candidate will have experience working in the utilities, telecommunications, or IT industry and be eager to apply their expertise in maintaining and optimizing communication networks. They should also be a strong problem-solver, able to troubleshoot and repair complex systems independently while collaborating with a team.

In this role, you will be responsible for installing, repairing, and maintaining SCADA and communication systems critical to OUC's electric and water utility operations. This includes working with fiber optic networks, telecommunications infrastructure, and SCADA monitoring systems to ensure seamless data transport and communication. You will also be responsible for fiber splicing, configuring Ethernet switches, troubleshooting communication equipment, and ensuring compliance with NERC CIP regulations.

The ideal candidate will have:

  • High school diploma or GED
  • Minimum of five (5) years of experience in the communications electronics industry or installing/maintaining computer or network equipment, to include two (2) years of performing technician related work with SCADA and/or communications equipment
  • Associates of Science degree or completed military or civilian technical school in electronics, computer engineering technology, or similar technology related field or equivalent experience (preferred)
  • Must possess or be able to obtain a FCC General Radiotelephone Operator License or equivalent within 6 months
  • Must possess or be able to obtain a valid Commercial Driver's License (CDL) Class B with air brake endorsement within 6 months
  • Information Technology certifications related to telecommunications or SCADA (e.g., CCENT, CompTIA Net+, MCSA, and/or CCNA) (preferred).

Salary Range: $42.51 to $45.80 per hour commensurate with experience (est. $88,420 to $95,264 annually)

Job Purpose:

Responsible for installing, repairing, and maintaining Supervisory Control and Data Acquisition (SCADA) and Communications systems as found in the electric and water utility in the industry control system space. Applies general proficiency and basic judgement across SCADA and communications systems to handle a variety of assignments independently and as part of a team.

Primary Functions:

  • Install, configure, troubleshoot, and repair various types of communications and fiber optic equipment in underground and overhead environments, including but not limited to ADSS (All Dielectric Self Support), OPGW(Optical Ground Wire), and Microduct;
  • Perform fiber splicing and fiber termination, both fusion and fast-connects(mechanical)
  • Install, analyze, and troubleshoot networks including but not limited to Local Area networks, Wide area networks, WIFI, Synchronous Optical Networking, Multiprotocol label switching, Microwave Systems, and Radio Frequency systems;
  • Install and troubleshoot Communications Equipment/Software including but not limited to UPS systems, Battery chargers, SNMP trap servers, Serial port servers, Radios, Radio consoles, Call recorders, and GPS Irig clocks; understand alarming and identifying causes of failures in Communications/Electronic equipment;
  • Install, configure, troubleshoot SCADA systems/software including but not limited to Intelligent electronic devices (IED), Substation automation servers, Remote terminal units, Human machine interfaces, Real time automation controllers, and Programmable logic controllers; configure switches to interface with IED's;
  • Maintain proper documentation of equipment and work performed in the field;
  • May provide work and technical guidance to others;
  • Perform other duties as assigned.

Technical Requirements:

  • Working knowledge of all, but not limited to, the following:
    • Principles of telecommunications installation, repair, and operations;
    • Telecommunications and fiber optic equipment;
    • Installation, configuration, and troubleshooting of related software, networks, and SCADA monitoring systems;
    • Fiber splicing and termination;
    • Electric distribution and transmission operations;
    • Ethernet switches;
    • LAN Networking;
    • Firewalls;
    • Arithmetic computations using whole numbers, fractions and decimals, and compute rates, ratios, and percentages;
    • NERC CIP Compliance Regulations
  • Familiarity with all, but not limited to, the following:
    • Server architecture;
    • Related industry, organizational and departmental policies, practices and procedures; legal guidelines, ordinances and laws;
  • Effective communication skills, orally and in writing
  • Analytical and logical problem solving/troubleshooting skills
  • Ability to:
    • Interact positively with internal and external customers;
    • Lead small projects and provide work guidance to others;
    • Read and interpret blueprints and schematic diagrams
  • Use Microsoft Office Suite (Excel, PowerPoint, Word, Outlook, etc.) and standard office equipment (telephone, computer, copier, etc.).

Working Conditions:

This job involves working in outdoor weather conditions, near mechanical parts, and in confined spaces. This job also involves frequent exposure to vibration, loud noises, and electric shock risks. This job involves occasional work in high, precarious places, extreme heat, and wet, humid conditions. This job requires flexible and extended work hours as needed, including evenings, nights, and weekends, and is subject to call outs.

Physical Requirements:

This job involves very frequent speaking and hearing, detailed inspection, typing, writing, lifting up to 20 lbs., assembling/handling of parts within arm's length, climbing, driving a company vehicle, and operating machines/equipment. This job involves frequent standing, walking, and sitting, lifting up to 40 lbs., bending/stooping, reaching overhead, and repetitive motions. This job involves occasional pushing and pulling, reaching overhead, lifting over 40 lbs., and kneeling/crawling.
