The Maryland Department of Transportation The Secretary's Office (MDOT TSO) is recruiting for an MBE Officer II for the Office of Minority Business Enterprise (OMBE). The primary purpose of this position is to investigate firms applying for certifications as Minority Business Enterprise/Disadvantaged Business Enterprise/Airport Concession Disadvantaged Business Enterprise/Small Business Enterprise (MBE/DBE/ACDBE/SBE) in accordance with the eligibility standards set forth by federal and state law. Duties include but are not limited to the following:

  • Reviewing confidential financial information, including corporate and personal tax returns and personal net worth statements, legal documents lease agreements, subcontracts operating agreements, articles of incorporation and related documents.
  • Investigating applications for initial MBE/DBE/ACDBE/SBE certification, expansion of services request, annual review filings, and reassessments.
  • Advising MBEAC of areas within certification and expansion of service request applications that require further inquiry to determine the MBE/DBE/ACDBE/SBE eligibility of applicants.
  • Assisting with special investigations into allegations of MBE/DBE/ACDBE/SBE ineligibility, and/or abuse and fraud against the Minority/Disadvantaged Business Enterprise Program as requested.

The current vacancy exists in the Minority Business Enterprise Office located at MDOT TSO in Hanover, Maryland (Anne Arundel County).

Qualifications

MINIMUM QUALIFICATIONS:

Education:A bachelor's degree from an accredited college or university.

Experience:
One (1) year of experience investigating regulated activities to ensure compliance with Federal, State or municipal laws; or overseeing program and business development activities; or coordinating and conducting community outreach activities and events; or monitoring contracts for compliance.

2. Graduate level education from an accredited college or university may be substituted for the required experience at the rate of thirty (30) semester credit hours for one year of experience

Licenses & Certifications

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees may be required to possess a motor vehicle operator's license valid in the state of Maryland.
