Primary Purpose of Organizational Unit |
The Department of Biostatistics (
BIOS) is internationally recognized as a leader in Biostatistics research and training. It is one of eight departments in the Gillings School of Global Public Health whose mission is to improve the health and wellbeing of the population. This mission is accomplished through the interaction of teaching, research and service. The department is one of the largest, most complex departments on campus. For FY19, Biostatistics, was 4th among all departments and centers across campus in research funding at
UNC Chapel Hill and currently has almost 300 employees. The Department operates a $46 million sponsored research budget (FY19), a 1.7-million-dollar state budget, a 1.0-million-dollar F&A budget and spends roughly 3.0 million in trust funds annually. The Department has 55
EHRA and
EHRA Non-Faculty members, 74 permanent staff members and 162 temporary employees. The Department has 235 students (184 graduate students and 51 undergraduate students). The Department of Biostatistics is housed in three different locations: administrative and faculty offices, including a suite of offices for graduate students in McGavran-Greenberg Hall; the Collaborative Studies Coordinating Center (
CSCC) at Carolina Square; and the Carolina Survey Research Laboratory (
CSRL) at Bolin Creek Center. |
Position Summary |
This position may be eligible for a hybrid work arrangement that may include a partially remote work location, consistent with System Office policy. UNC Chapel Hill employees are generally required to reside within a reasonable commuting distance of their assigned duty station.
The Assistant Chair reports to the Chair of Biostatistics, with a dotted reporting line to the School's Assistant Dean for Finance and serves as a key member of the Biostatistics leadership team. This position is responsible for managing the department's overall budget, planning, and reporting on financial issues, and participating in strategic planning activities with the Chair and senior faculty members. The position is responsible for ensuring compliance with relevant external and University policies related to business practices, research practices and human resources. The position is responsible for oversight of departmental administrative staff and services including IT and space management. This position also provides administrative guidance and oversight to the Collaborative Studies Coordinating Center (
CSCC) Business Manager and accounting personnel at the
CSCC. |
Minimum Education and Experience Requirements |
Minimum qualifications of an advanced degree, masters or higher (or foreign degree equivalent), and no less than 5 to 7 years of management-level experience in the full range of administrative and financial functions of an academic department or research center in a higher education, research, or health care setting. Candidates with 7 to 10 years of directly comparable experience may substitute for the required advanced degree in which case a bachelor's degree (or foreign degree equivalent) and the requisite experience is mandatory. |

Preferred Qualifications, Competencies, and Experience |
Extensive management background in a large organization; solid, demonstrated leadership capability; superior financial management and analytical skills; comprehensive knowledge and understanding of academic research administration and outstanding, effective written and verbal communication skills with a range of internal and external stakeholders. Skills and knowledge include: capability to lead a team and produce results; proficiency in setting organizational priorities and goals for the business office; interpersonal skills to be used in working relationships with a range of internal and external stakeholders; strong focus on customer service and experience with continuous improvement; experience in short-and long-term planning; working knowledge of Federal, State and University regulatory requirements governing grants; demonstrated proficiency in pre- and post-awarded processes; strong financial skills with a variety of fund types including state, F&A, trust and grants; adaptive and effective utilization of information systems; ability to handle sensitive situations with discretion; and experience with effective management and supervision of staff. |

This position is designated as a Campus Security Authority in accordance with the Clery Act. This position will be required to report Clery crimes to the Clery Compliance Manager and complete annual training about reporting responsibilities. |
