The State Highway Administration's (SHA) District 5 (St. Mary's County) is currently recruiting for a DOT Procurement Officer I position. This position is open to anyone who meets the minimum qualifications listed below. The resulting list of eligible candidates will be used to fill this vacancy and may be used to fill future vacancies in this classification.

Nature of Work: The main purpose of this position is to solicit, evaluate, negotiate, award and administer supply and service contracts for a district shop according to state procurement laws and regulations. This position will handle all small procurement (less than $50,000) for the SHA's District 5 Maintenance Facility and/or District 5 office, including--soliciting, evaluation, negotiation, awarding and administering supply and service contracts according to COMAR- Title 21- Subtitle 05- Chapter 07- Small Procurement Regulations. SHA procurement regulations require adequate separation of duties be established between the purchasing and receiving functions. This position will function at the experienced level of work in procurement of equipment, services, construction supplies, information technology and other needs, which must be obtained through the competitive or negotiated procurement process. Employees will not supervise others at the same level but may supervise or give guidance and direction to other support staff.

Qualifications

MINIMUM QUALIFICATIONS:

Education:
Possession of a bachelor's degree from an accredited college or university.

Experience:
One (1) year of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions.

Notes:


1. Candidates may substitute professional contract management or procurement experience on a year-for-year basis for the required education.

2. Candidates may substitute certification as a Certified Purchasing Manager from the Institute for Supply Management/National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Procurement Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Procurement Officials) for the required education.

3. Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for each year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience and education.


Licenses & Certifications

Candidate must possess a motor vehicle operator's license valid in state of Maryland.

The selected candidate will be required to pass the State Highway Administration's Level I Procurement Certification Training and examination within the probationary period.

Special Requirements:

Employees in this classification may be considered "Essential Employees" and may be required to sign and agree to all policies and procedures relating to "Essential Employee" status.

Must be available for 24-hour emergency call-up with a response of less than one hour.
