Responsibilities

As a Senior F-35 Expendables Program Manager with MTSI, you will be responsible for development and integration of multiple operational / tactical hardware programs onto the F-35 platform. You will oversee integration of new survivability systems and execute development and test functions in support of Operational and Developmental Test events for the Air National Guard and Air Force Reserve Command Test Center (AATC) and the Jamming & Countermeasure Center (JCC). The candidate will directly support AATC in Tucson, AZ, but is located at Pt Mugu, CA.

Primary tasks and responsibilities include but not be limited to:

  • Foster prospective technologies and develop relationships with various government and industry entities to enhance F-35 platform survivability in accordance with ARC WEPTAC derived priorities.
  • Investigate/recommend new technologies, oversee a portfolio of test events, and monitor/manage/champion emerging programs to ensure the successful coordination and execution of F-35 Radio Frequency (RF) and Infrared (IR) Expendable Countermeasures test programs.
  • Advise government personnel on new developments in assigned programs.
  • Advise government customers on the best utilization of existing and emerging programs, directly interface with high-level government leaders, program offices, and industry vendors to advise and keep them abreast of latest technical developments.
  • Must have a can-do attitude and an open mind to develop new visions for fighter system survivability and tactical applications.
  • Operate in fast paced teams of industry, government and military personnel consisting of engineers, analysts, scientists, pilots, and aircrew.
  • Directly support AATC in the development of advanced combat systems from cradle to grave in an independent, high-energy environment, and must have a can-do attitude, self-starting, ambitious, and hard-working.
  • Lead the acquisition program management and strategic planning of F-35 Radio Frequency (RF) and Infrared (IR) Expendable Countermeasures (RFCM & IRCM) to include free-fall and towed decoys for the F-35 Joint Program Offices, AATC, and F-35 JCC.
  • Advise USAF, USN, USMC, F-35 Partners, and F-35 FMS customers on expendable acquisition.
  • Manage active and new expendable countermeasure development.
  • Maintain AATC and F-35 JCC inventory of ALQ-260 BriteCloud Expendables.
  • Serve as the AATC & F-35 JCC representative on the UK MoD BriteCloud Steering Committee.
  • Serve as AATC & F-35 JPO/JCC representative at the Joint Aircraft Mission Survivability (JAMS) meetings.
  • Serve as AATC & F-35 JPO/JCC representative to the Joint Expendables Countermeasures (JECM) meetings.
  • Attend technical / management meetings as requested by AATC/JCC Leadership.

Qualifications

  • Minimum of 10 years' acquisition and sustainment experience with Expendable Countermeasures, ideally with F-35 expendables.
  • Experience with JAMS, JECM, and other joint expendable countermeasures.
  • Knowledge of the theories, principles and techniques of RF & IR Spectrum Warfare sufficient to contribute to concepts, techniques and theories and serve as a recognized expert authority nationally and internationally. This knowledge is required to identify emerging trends and developments and assess their impact on research programs.
  • Knowledge of adversary capabilities and vulnerabilities in RF & IR spectrum.
  • Experience with management principles, methods, techniques and practices required for the conduct and leadership of the research and development program; industry and military engagement; write and review research proposals; partnership agreements; and project planning and management.
  • Knowledge in the theories, principles and techniques related to computer programming at a level sufficient to permit the design of experiments and models, evaluate and analyze results to achieve research objectives.
  • Ability to work in integrated product team environment with various responsibilities and specialties.
  • Broad expertise in current and potential international programs, politico-military affairs, and technologies and military applications.
  • Ability to communicate effectively, orally and in writing, to draft clear, concise reports, to maintain effective working relationships, and to provide technical guidance and briefings. Strong oral and writing communication skills and the ability to work effectively with other program offices, other USG and DoD agencies, and senior US and foreign government officials at a variety of venues. The candidate must have a strong ability to work in a team environment with demonstrated leadership skills.
  • Candidate must have a valid driver's license with an insurable driving record.

Education Requirements:

  • Bachelor of Science degree in technical discipline is desired, preferably in aeronautical engineering, electrical engineering, or computer science.
  • Master's degree in a technical discipline, Desired.

Clearance Requirements:

  • Top Secret (TS) / Sensitive Compartmented Information (SCI) security clearance and Special Access Program (SAP) eligibility.
  • U.S. Citizenship is required for this position.

Travel Requirements:

  • Routine travel is expected with typical trips occurring intraweek. Up to 25% travel, depending on program workload with surge to 50% Occasional OCONUS travel may be required.
