The Program Budget Analyst will: Responsibilities:
- Provide mid to high-level analysis to Program Cost Control Managers (CAMs) of Program, Project or contract budgets.
- Quickly become familiar with the business structure, organizational relationships, program requirements, tools and processes.
- Develop cost estimates, proposal evaluations, analysis of alternatives, and employ various forecasting techniques to evaluate contract and program status and ensure compliance with government and customer requirements
- Develop analytical models that allow for the evaluation of performance from a project control perspective. Assist in providing a full range of business modeling techniques to collect data, analyze, and report results.
- Use Microsoft Office Suite, such as MS Project and MS Excel and other software as appropriate to perform complex business analytics on cost execution, productivity, performance, production, and evaluate results in comparison to the client's tactical and strategic plan.
- Works with project managers, Cost Account Managers (CAMs) and PP&C Management to understand detailed cost, schedule and technical plans to assist the project manager in determining risks to program and suggest solutions.
- Analyze performance to schedule; analysis schedule variances; development and reporting of schedule metrics; incorporation of schedule risks and development of mitigation plans; perform what-if analysis and preparation of health status reports.
- Candidate must have knowledge of program life cycles and understand the interrelationships between cost, schedule and technical performance. Supports the Integration and implementation of an Earned Value Management System (EVMS)
- Analysis must be consistent with industry best practices and government policies to ensure quality, accountability, auditability and that all regulations are met for the program.
- Present findings to Technical Lead and CAM Management
- Support cost/schedule/technical meetings.
- Perform all other assigned duties.
Required Education/Experience/Skills:
- BS/BA degree in Business Administration, Finance, Economics, Systems Engineering, mathematics, or equivalent required from an accredited college or university, plus five (five) years of experience in a related field.
- Additional experience may be considered in lieu of a degree.
AND
- Must possess technical expertise and confidence interfacing with technical personnel with minimal supervision.
- Experience with multiple software applications such as MS Project, Microsoft Outlook, Excel, Word and PowerPoint are required.
- Advanced Excel understanding and experience required.
- Possession of excellent data gathering, analytical and interpersonal skills.
- Ability to perform various types of financial analyses.
- Detail oriented and ability to prioritize multiple tasks with tight deadlines.
- Ability to work independently and in a team environment with minimal supervision.
- Ability to communicate well, both verbally and in writing.
- Demonstrated ability juggle multiple duties
- Must be able to work on-site 4 to 5 days a week
Preferences:
- Familiarity with Government (NASA/DoD) budgeting process, budgeting, financial and project controls.
- Prior work on human space programs is a plus.
- Experience with Earned Value Management (EVM) cost and risk analysis.
