Full Salary Range for positions
Permit Technician: $17.8836 - $25.9327 hourly
Senior Permit Technician: $19.7167 -$28.5907 hourly

The City of Allen is seeking a Permit Technician or Senior Permit Technician to join our Community Development Department. This position ensures compliance with building safety codes and standards by conducting permit reviews, processing applications, and providing customer service to contractors, developers, and the public. The level of hire will be determined based on the candidate's qualifications, experience, and certifications.

*There is one position available that can be filled as either a Permit Technician or Senior Permit Technician.*

Essential Functions

This information is intended to describe the position's key responsibilities. The following examples do not identify all duties performed by any single incumbent.
  • Review permit applications for compliance with State and Local building codes
  • Verify contractor licensing, calculate and collect fees
  • Process Certificates of Occupancy, residential and commercial permits
  • Track and maintain permit records in database systems
  • Provide customer service by answering inquiries on development processes, codes, and ordinances
  • Perform financial transactions, including collecting fees, balancing cash drawers, and preparing deposits
  • Research and update building codes, ordinances, and permit software
  • Generate weekly, monthly, and annual reports
Additional Responsibilities for Senior Permit Technician
  • Serve as a lead worker, providing direction to other employees
  • Assist with training staff on permit processing systems

Job Requirements

Permit Technician

  • High school diploma or equivalent
  • 2+ years of relevant experience
  • Ability to obtain ICC Permit Technician Certification within one year of hire

Senior Permit Technician
  • High school diploma or equivalent
  • 3+ years of experience as a Permit Technician
  • ICC Permit Technician Certification required at the time of hire
  • Leadership experience providing guidance to other employees preferred

Other combinations of education and experience may be considered.

Knowledge of:

Building Codes & Regulations

  • Familiarity with International Building Code (IBC), International Residential Code (IRC), and other State & Local building regulations
  • Understanding of zoning laws, permitting requirements, and code enforcement procedures

Permitting Processes

  • Steps in the permit application and review process
  • Documentation and approval requirements for residential and commercial permits
  • Tracking and issuing Certificates of Occupancy (COs)

Construction & Development Terminology

  • Basic knowledge of construction plans, site plans, and blueprints
  • Terms related to contractors, engineers, inspectors, and developers

Municipal Government & Customer Service Operations

  • Understanding of city government structure and permitting workflows
  • Experience working with developers, contractors, and the public in a customer service role

Cash Handling & Fee Calculation

  • Processing permit and development fees
  • Handling cash, checks, and online payments
  • Balancing daily cash drawers and preparing deposits

Database Management & Reporting

  • Experience using permitting software
  • Generating weekly, monthly, and annual permit reports

Leadership & Training (Senior Permit Technician Only)

  • Experience providing guidance and training to junior staff
  • Ability to resolve complex permit issues and provide expert knowledge of processes
Skills in:
  • Attention to Detail - Ensuring accuracy in permits, fees, and documentation
  • Organizational Skills - Managing multiple permits and projects simultaneously
  • Customer Service - Communicating with contractors, developers, and residents in a professional manner

Supplemental Information

General Supervision: Work is typically reviewed upon completion, with occasional spot checks while in process, to ensure accuracy, timeliness, and conformance to established standards. Autonomy is granted at the service or program level. Work is subject to general and departmental policies, procedures, and guidelines.
Overall Physical Strength Demands
Sedentary - Exerting up to 10 lbs. occasionally or negligible weights frequently; sitting most of the time.
