Salary range is $140k to $240k, with a midpoint of $185k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market. Sound Transit also offers a competitive benefits package with a wide range of offerings, including:

GENERAL PURPOSE: Under administrative direction, plans, directs, manages, and implements the Service Planning Program within Passenger Experience; oversees teams of staff responsible for technical planning functions, including strategic thinking and complex project management related to the planning of Sound Transit's rail and bus services over short, medium and long-term planning horizons, including daily service and scheduling as well as planned and unplanned service disruptions. Provides guidance and oversight to program managers; manages, directs, supervises, and provides leadership to the program functions, processes, and activities of the division and integrates work with other divisions and departments; provides leadership to the division in support of department/agency goals; assures adherence to departmental goals, policies and procedures, and organizational strategic direction; and represents the Department in both internal and external venues. ESSENTIAL FUNCTIONS: The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
- Oversees the System Planning program in Passenger Experience.
- Plans, directs and managers the development and implementation of service concepts and changes for all Sound Transit modes and the annual Service Implementation Plan. Oversees the preparation of materials in support of the proposed service changes, including materials for executive, Board and stakeholder review of proposals. Ensures compliance with Title VI and other compliance requirements.
- Plans, directs and manages ridership forecasting, coordinated with ridership and operating statistics reporting performed elsewhere in the agency.
- Plans, direct and manages system planning activities including planning for functions and policies that support the successful delivery of capital expansion.
- Plans, directs, coordinates, and reviews the work of assigned staff; assigns work activities and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations.
- Assists with development of the division budget; makes recommendations and forecasts for future funds needed for staffing, equipment, materials, and supplies.
- Provides assistance to the Executive Director - Passenger Experience with translating broad organizational goals and strategies into operational objectives and action plans for the division and negotiates and resolves sensitive and controversial issues.

MINIMUM QUALIFICATIONS: Education and Experience: Bachelor's degree in Urban Planning, Transportation, Public Administration, or closely related field; Eight years of progressively advancing experience specific to public transit and service planning; Or an equivalent combination of education and experience. Six years of leadership, budgetary, planning and workforce management experience. Required Knowledge and Skills:
- Transit operations and planning.
- Public transportation operations principles and practices.
- Applying appropriate or and written communication techniques to various individuals ranging from Agency employees, contractors, the general public, elected officials, community leaders, and local, state, and federal agencies.
- Principles of fleet planning, route and schedule planning.
- Federal Transit Administration (FTA) and National Transit database programs and reporting requirements.
- Principles and practices of program and project development and administration.
- Contract and procurement strategies and management principles.
- Policy and procedure development.
- Performing high level negotiations and partnering with local jurisdictions and agencies, utilities, contractors, and community groups.
- Risk assessment and strategic planning.
- Pertinent federal, state, and local laws, codes, and regulations as they apply to transit operations.
- Principles of financial management (expenditure tracking, variance identification, revenue tracking).
- Principles of business letter writing and basic report preparation. English usage, spelling, grammar, and punctuation.
- Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
- Principles of supervision, training, and performance evaluation.
- Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
- Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.
- Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
- Applying advanced principles and practices of leading, coaching and mentoring staff.
- Conceptualizing, influencing, developing, and administering goals, objectives, guidelines, and procedures for the Division.
