Description

Salary range is $80k to $175k, with a midpoint of $125k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:

Under general direction, the Federal Grant and Loan Manager assists in managing the Agency's grant and loan program which includes supervising assigned staff; helps establish Agency strategic policy to maximize competitive funding opportunities; researches, writes, develops and executes grant and loan proposals for the Agency. Works collaboratively with internal business partners, legal, financial planning & analysis (FP&A), and accounting teams to help support the Agency's financing initiatives. Manages relationships with external partners and stakeholders such as the US Department of Transportation (USDOT) and Federal Transit Administration (FTA). Assist in managing all aspects of the Agency's Federal grant and loan program by collaborating with internal and external parties related to Federal grants and loans and helps be a technical and financial resource needed to ensure success of the program. Assists in administering elements of the Agency's grant and loan program, including, but not limited to grant application development, agency compliance related to Federal loans and grants, and other post-award functions.

ESSENTIAL FUNCTIONS:

  • Plans, directs, coordinates, and reviews the work of assigned staff; assigns work activities and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations; and provides opportunities for professional growth.
  • Participates in the development and implementation of goals, objectives, policies, and priorities for the division; recommends and administers policies and procedures.
  • Researches, writes and develops grant proposals for the Agency; represents the Agency in funding negotiations with external agencies; assists in the development and implementation of the Agency Full Funding Grant Agreements. Helps manage partnerships with federal stakeholders such as the Federal Transit Administration and Build America Bureau as it relates to grant and loan development and execution.
  • Assists in the development and maintenance of policies and procedures related to the grant program and Federal loan program ensuring they are current and accurate.
  • Develop grant applications and manage post award functions including ensuring compliance with federal grant requirements, reporting, and accurate, eligible, and timely grant drawdowns and reimbursements.
  • Prepares and maintains a variety of records, files, and reports; organizes and files paperwork and reports; archives prior years materials.
  • Coordinates other special projects/programs as requested; serves on a various committees as assigned; attends and participates in professional group meetings; stays abreast of new trends and innovations in assigned field; maintains awareness of federal, state and local regulations and impact of changes on the Agency.
  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor's degree in Finance, Business Administration, Economics, Public Administration, Grants and Loan Management (pre and post award functions) or related field; Five years of experience in assigned area, which includes responsibility for grant and loan administration; Or an equivalent combination of education and experience.

Required Knowledge and Skills:



  • Public finance and experience in federal loan development, administration, and management. Advanced principles, practices, and procedures in grant and loan development, monitoring, management, and reporting.
  • Federal grants and loan processes and requirements.
  • Accounting and finance theory, principles, and practices.
  • Applications of electronic data processing and analysis and federal award management systems.
  • Agency policies, procedures, rules, and regulations.
  • Modern office procedures, methods, and equipment including computers.
  • Computer applications such as word processing, spreadsheets, and statistical databases.
  • Establishing and maintaining effective working relationships with others, including management. Interpreting and administering regulations, policies, and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
  • Strong Excel and financial modeling skills.
  • Drafting, reviewing, and negotiating complex agreements and contracts.
  • Researching, analyzing, and evaluating new and complex financing products.
  • Applying advanced project management techniques and principles.
  • Keen attention to detail with advanced analytical and problem-solving skills.
  • Ability to work in a self-guided manner, demonstrate good personal judgment.
  • Applying effective interpersonal skills in sensitive and confidential financial transactions requiring demonstrated poise, tact, diplomacy, and the ability to interact with individuals at all levels of the organization.
  • Being comfortable with shifting priorities, frequent changes, and positively supporting management through change.
  • Building new process, seeking out, and applying best practices and use of business process thinking.


Preferred Knowledge and Skills:



  • Knowledge of cash flow forecasting, budget, financial analysis, and modeling skills.

  • Work is performed in a standard hybrid office environment.
