PacificWest is hiring Senior Preconstruction Developers to join our team. This position will be virtual and requires frequent travel up to 30% to 40%, including overnight stays is required.

The Senior Preconstruction Developer is the primary technical project developer or subject matter expert during the development of a project prior to the construction of the project. As the primary resource for technical expertise, Business Development Managers and Regional management count on Preconstruction Developers to be responsible for understanding the technical needs and wants of a customer, matching that with the business objectives of the customer, and then turning that information into accurate concrete solutions.

Preconstruction Developers may deal with technical issues that include but not limited to detailed development of scopes and specifications, feasibility of construction, project management, engineering, general capital improvements, subcontractor management, bid evaluations, and even large-scale infrastructure projects. The Senior Preconstruction Developer is not only responsible for the technical strategies, but the costing of projects, matching the energy reduction or change to the correct unique solution, creating a plan to document an accurate and appropriate baseline, ensuring risk during construction is mitigated, effectively presenting findings and solutions to customers and managers, and assisting the delivery team to ensure smooth installations and achieve exceptional results for the customer, as well as mentoring and developing upcoming team members to further deepen ESG's resources in their area of expertise, thus, expanding the business offering and improving ESG's business process and footprint.. The Senior Preconstruction Developer may also interface and coordinate with many other entities such as utility companies, site privatized partners, specific consultants for the type of improvement that is being considered and the operations and maintenance team for a long-term solution.

The essential functions of the position include:



  • Conducts in-depth site surveys to identify mechanical and operating inefficiencies within a facility; analyzes financials; meets with contractors and provides technical solutions that are creative, economical and technically sound
  • Facilitate adequate communication among the internal team, sub-contractors, and customers by creating technical plans both written and schematic to convey solutions and risk
  • Create and manage bid packages and responses including scopes, specifications, and bid analysis.
  • Creates financial models based on the parameters given by the customer and the results of the projects being developed
  • Participates in planning and strategic discussions around the specific expertise with the customer
  • Coordinates with Business Development Manager, Engineer, and Project Manager to develop and present proposals to customers
  • Develops and conducts customer workshops to confirm the technical direction of the proposed solution, bringing in all the critical parties. This is coordinated with the project team internally as well.
  • Coordinates with Project Manager to ensure smooth installation and acts as communication link for technical information between the operations team and the sales team
  • Identifies and works with subcontractors and consultants to provide technical analysis and descriptions for project installation and to ensure the quality of work delivered exceeds the requirements of the job
  • Approves equipment before it is ordered to ensure accurate estimates and on time delivery
  • Determines and develops the necessary measurements to ensure the energy and operational guarantees to the customer are met
  • Manage subcontractor relationships and quality evaluations
  • Must be capable of being adequately self-directed. Successfully create and complete strategies in open protocol situations
  • Organizes and creates proper work plan as part of mentoring and growing in-house talent, thus helping build ESG's in-house resources and helping to increase the overall reach of the engineering team
  • Keeps abreast of current technologies by reading magazine articles, attending seminars and conferences and developing relationships with contractors and suppliers who are creative and provide technical excellence
  • Keeps abreast of legislation, which impacts the process by which projects may be developed
  • Maintains full technical understanding of energy and plant/facility operations and serves as the ongoing technical resource consultant for the customer
  • Performs related work as required


Your background includes:



  • Bachelor's degree from an ABET accredited Engineering/Technology program or equivalent
  • Ten (10) years' experience in a construction or energy service-related field


A bonus to have:



  • Demonstrated Energy Services and Design Build Construction experience
  • Strong understanding of at least one of the following:

    • CA Gov code 4217
    • ESPC


  • Strong understanding of FEMP and IMPVP M&V protocols
  • Familiarity with eProject Builder
  • Any of the following certifications:

    • CEM
    • CMVP
    • Any LEED Certification
    • NEBB
    • TAB
    • Any ASHRAE Certification

  • NCESS Record
