Pay Rate: The annual base salary range for this position is $58,100 - $78,850. Please note that the salary information is a general guideline only. Position Location: Elizabeth City, NC (On-Site) Telework/Work-from-Home Authorized: Yes - When Authorized/Hybrid About the Role: The Logistics Analyst Configuration Data Manager will monitor changes to OEM, USCG and other services technical directives relating to logistics support (e.g., maintenance, technical data, support and test equipment, facilities, supply support, packaging, handling, storage, transportation, training, training devices, and computer resources, design interface (e.g., reliability, maintainability, availability, safety, human factors, commonality, modularity, system architecture)), configuration management, and deficiencies for applicability to USCG aircraft and submit recommendations for action to the applicable engineering cell leader for Government action. Additional Responsibilities Include, but are not Limited To:
- Initiates, conducts, and completes SPBO projects, including full and limited screen breakouts. Coordinates own activity with Product Line Manager, Engineering Cell, and Supply Cell.
- Provides information regarding potential cost avoidance of each SPBO project.
- Submits all documentation and recommendations to the Government for acceptance. Conform to ALCINST 4200.3 (series).
- Acts on Government-approve recommendations.
- Tracks and provides status of approved recommendations through implantation.
- Conducts market research to collect and assemble information including, but not limited to, technical data packages, price, availability, quality initiatives in relation to ANSI and ISO 9000 requirements, source approval and validation process, vendor capabilities, vendor past performance.
- Markets research may include site surveys to verify information previously assembled.
- Coordinates own efforts with Government's for additional site surveys.
- Submits all documentation and recommendations to the Government for acceptance.
- Conducts reverse engineering efforts, including, but not limited to, assemble Level III technical data packages, request creation of technical drawings, review drafts of drawings for accuracy, coordinate ALC local manufacture of parts, coordinate or conduct first article and prototype installation or testing of newly manufactured parts, including the Form, Fit and Function process.
- Identifies, assesses, and recommends resolution for reliability and maintainability problems.
- Submits all documentation and recommendations to the Government for acceptance. Conform to ALCINST 13020.10 (series), CGTO PG-85-00-250-A, ALCINST 13020.14 (series).
- Writes, reviews and updates policy, procedure and process documents, including, but not limited to, technical manuals, MPCs, TCTOs, SICRs, ESRs, SRs, PQDRs, ACCB requests, COMDTINST manuals, process guides, IAW applicable ALC and USCG applicable documented guidelines and generally accepted commercial or military maintenance or design processes.
- Generate SICRs for applicable aircraft parts. Submits each SICR with backup documentation to the Government for acceptance.
- Conforms to ALCINST 5213.1 (series).
- Reviews SICRs generated by other sources, recommends AMC/AMSC, and flight criticality codes to the Government. Submits recommendations for Government acceptance.
- Generates TCTOs for applicable aircraft sub-systems, and/or parts per the CGTO PG-85-00-40-A.
- Assists in validation and verification of TCTOs. Submits TCTO documentation to the Government for acceptance.
- Tracks parts that are required and ordered by the Government for TCTO kits. Creates TCTO kits using Government-provided parts.
- Deliver information and kits to Government for acceptance.
- Generates ACCB packages IAW CGTO PG-85-00-70-A. Submits the product to the Government for acceptance.
- Generates Engineering Service Requests. Submits information to the Government for acceptance. Conforms to ALCINST 13020.11 (series).
- Writes MPCs that will enable technicians to properly sustain the aircraft IAW CGTO PG-85-00-230-A. Submits MPC documentation to the Government for acceptance.
- Writes engineering specifications, including schematics and figures, which document approved depot-level repairs and processes.
- Submit product to the Government for acceptance.
- Reviews CG-22s recommendations for change to aeronautical publications that are submitted via the TMAPS for applicability, relevance and technical requirements. Submits recommendations for action or Government acceptance.
- Acts on approved recommendations IAW CGTO PG-85-00-230-A, CGTO PG-85-00-23-A, CGTO PG-85-00-110-A and COMDTINST M13020.1 (series).
- Reviews drafts of technical publications and technical drawings, including wiring diagrams, for content and format.
- Submits recommendation for action for Government acceptance. Acts on approved recommendations.
- Assists in investigation of PQDRs. Submits recommendations for action for Government acceptance.
- Acts on approved recommendations.
- Provides troubleshooting assistance to air stations. Provides technical interface to field activities and to vendors.
- Provides data on an ad hoc basis that includes the following: serial numbers of equipment in new aircraft or equipment that will be enrolled in ALMIS, information available in ALMIS, and aircraft specifications contained in existing documents or sources.
- Manages Progressive Structural Inspection (PSI) depot cards.
- Perform other duties, as assigned.
Experience Requirements:
- Minimum eight (8) years of HC-130H/J documented and demonstrated experience determining illustrated parts breakdown (IPB) commonality between HC-130 H and J variants.
- Demonstrated and documented experience developing and writing MPCs including schematics and figures.
- Demonstrated and documented experience writing engineering specifications including schematics and figures for the express purpose of documenting approved depot level repairs and processes.
- Demonstrated and documented experience developing and writing TCTO given only minor direction. Shall be able to independently develop and write complex TCTO's including schematics, drawings, and figures.
- Demonstrated and documented history of being able to work with other engineering disciplines to determine parts applicability for prototype and TCTO efforts and submit changes to IPB upon implementation of generated HC-130 TCTOs.
- Demonstrated and documented experience reviewing Lockheed Martin, USAF, NAVAIR, and other HC-130 user publications for applicability to HC-130 aircraft.
Education Requirements:
- Bachelor's degree preferred.
Other Required Skills & Abilities:
- Able to read and interpret manufacturer blueprints and technical drawings and understand engineering specifications to resolve engineering technical questions.
- Demonstrated and documented ability to work closely with the applicable engineering cell to recommend which parts can be locally produced and which parts shall be sent to an outside vendor for manufacture.
- Demonstrated and documented ability to work on complex engineering projects that require thorough research and coordination with engineering personnel.
- Able to provide aircraft technical specifications and support to aircraft AGSE for purchase of new AGSE or troubleshooting aircraft AGSE interface issues within applicable discipline.
- Demonstrated and documented ability to work independently. Have demonstrated and documented ability to solve technical aircraft issues and the ability to make recommendations to engineering for repair or fabrication of aircraft parts or airframe repairs.
- Able to locate, monitor and evaluate other services' and OEM technical change directives within maintenance, engineering, and logistics disciplines for applicability to aircraft or support systems for direct or indirect application to the applicable aircraft program and provide logically justified recommended action.
- Demonstrated and documented ability to track parts ordered for TCTO and implements into kits for delivery to field or depot facilities.
- Must be able to effectively communicate with customer and fulfill all duties and responsibilities as listed in the contract.
- Must be proficient in Microsoft Office suite including, but not limited to: Word, PowerPoint, Excel, and Outlook.
