Job Description

Jefferson Consulting Group is seeking Functional Specialist to support the National Institutes of Health Division of Defensive Counterintelligence (DDC) for the Professional Support Services contract.

All work will be primarily conducted on-site at the NIH Bethesda Campus.

The National Institutes of Health (NIH) Office of Research Services (ORS) provides responsive and dependable support to the NIH research mission by planning, directing, and delivering scientific and regulatory activities, and public safety and security services to enrich the NIH community. For ORS, the Office of Safety, Security & Campus Services is responsible for maintaining a safe work environment for NIH visitors, employees, and facilities and provides systematic approaches for implementing many of the safety, security and emergency services driven by federal mandates and regulations.

The Office of Defensive Counterintelligence & Personnel Security (ODCPS) houses the Division of Defensive Counterintelligence (DDC). DDC is responsible for activities related to protecting the integrity of NIH research mission, information systems, business functions, and sensitive information by detecting, identifying, and mitigating both internal and external threats to NIH.

The DDC is currently overseeing the implementation and management of several programs to include the Insider Threat Program and the Small Business Innovation Research (SBIR) Program Foreign Risk Due Diligence activities related to protecting integrity of NIH programs, research, and investments, information systems, business functions, and sensitive information through detecting, identifying, and mitigating both internal and external threats to NIH. The NIH DDC requires professional services to carry out programmatic activities.

Responsibilities:

  • Conduct research and intelligence analysis using both classified and unclassified open-source information to produce and disseminate threat intelligence related to priority intelligence and information requirements.
  • Provide analytical support to various programs, including supply chain risk management, foreign travel, foreign visitor, defensive counterintelligence, and insider threat programs, as requested.
  • Conduct foreign threat and risk assessments on potential NIH agreements (e.g., Material Transfer Agreements (MTA), Data Transfer Agreements (DTA), Cooperative Research and Development Agreements (CRADA)) upon request.
  • Translate open-source and/or classified research into creative visual products to effectively communicate analysis.
  • Maintain an analytical information collection plan, threat assessment process, and sharing capabilities to ensure business owners and stakeholders receive relevant information for informed security decisions.
  • Develop and maintain standard operating procedures (SOPs) for all intelligence analytical activities and processes.
  • Provide monthly status reports detailing ongoing intelligence analytical activities and reporting outcomes.
  • Review Committee on Foreign Investment in the United States (CFIUS) Declarations or Non-Notified Transactions (NNT) received from the HHS Office of National Security (ONS) for national security concerns and identify impacted Institute and Center Offices (ICOs).
  • Coordinate with ICO designated representatives to gather necessary information for analysis.
  • Access Supply Chain Risk Management (SCRM) analytical platforms to support research and analysis of supply chain vulnerabilities.
  • Conduct SCRM risk assessments to identify and address vulnerabilities that may impact the integrity and security of NIH's supply chain.

Required Qualifications:

  • Bachelor's degree in related field
  • 3 years of experience in related field
  • Possess an active Top Secret clearance with SCI

Preferred Qualifications:

  • Experience working with NIH
