Job Summary
Are you a hardworking and skilled HR professional, experienced in leave administration? Passionate about educating employees on their leave rights and guiding them through the leave of absence process?

As a Senior Human Resources Analyst, you'll take the lead in administering FMLA and Leave of Absence programs, providing expert guidance to employees and management. You'll be the go-to resource, delivering exceptional customer service while ensuring seamless coordination between HR, payroll, benefits, college HR teams, and workers' compensation departments.
In this dynamic role, you'll play a crucial part in interpreting and ensuring compliance with district policy and procedures as well as state and federal regulations related to FMLA, ADA, and additional leave programs.
To be successful in this role, you should possess the ability to prepare, track, and manage leave requests (focusing on FMLA) in a high-paced, high-volume setting while providing superb customer service. You should be detail-oriented, have the ability to effectively interact with people at all levels, and possess excellent interpersonal, written, and verbal communication skills. Essential Functions
50% Coordinate Leave of Absence Process
- Coordinate the entire leave of absence process, from initial request to return to work, ensuring accurate documentation and compliance with policies and legal regulations
- Review and evaluate leave requests, including medical certifications and supporting documentation, to determine eligibility and approval
- Provide confidential consultation with employees in relation to their leave inquiry
- Communicate with employees to explain leave options, requirements, and documentation needed
- Collaborate with supervisors and managers, College HR, Payroll and Benefits, and HR Solutions Center Team members to ensure proper coordination of employee leaves, including communication of approved leaves, anticipated return dates, and any accommodations needed upon return
- Primary liaison and record keeper for all communications on leaves of absence and leave accommodations
- Coordinates with relevant partners to provide status updates, when necessary, including Legal, Benefits, Compensation, HR Solutions Center Team, and Payroll
- Generates leave of absence letters, FMLA Eligibility and Rights notifications, and Designation letters
- Ensure appropriate documentation is provided in order to abide by policy and legal requirements
- Ensures that all necessary documentation is distributed and routed to the appropriate parties
- Utilize the HCM system to accurately input leave-related data
30% Provide Guidance on the Leaves Programs
- Respond promptly to emails and phone inquiries from employees, supervisors, College HR, Payroll, and Benefits seeking information regarding various leave matters.
- Utilize problem-solving, analytical, written, and verbal communication skills to deliver timely and appropriate leave management decisions while providing outstanding customer service to all internal and external customers.
- Apply subject matter expertise to offer explanations and guidance, ensuring that clients receive accurate and well-informed responses.
- Foster positive interactions and client satisfaction.
- Reviews and audits reports including leaves of absence (FMLA, Medical, Personal, Sabbatical, and workers' compensation).
- Review and audit internal reports to assist with monitoring leave usage.
- Thoroughly review various reports, taking necessary actions based on the findings. This may encompass reports related to short and long-term disability, leave end dates, and time reporting.
- Ensure accuracy in leave management through cross-referencing reports
- Align leave-related data correctly with established records.
- Produces and manages reporting metrics and analytics for all leave cases.
15% Legal Compliance
- Ensure legal compliance through informative presentations on leave policies and delivering educational sessions to units and supervisors.
- Stay updated on emerging state and federal regulations concerning leaves through thorough research.
- Maintains compliance/confidentiality in accordance with HIPAA and applicable privacy laws
5% Miscellaneous duties as assigned
Minimum Qualifications
Bachelor's Degree from a regionally accredited institution in human resources or related field and four years of advanced professional level human resources experience in benefits, leaves or employee relations, which includes experience in the administration and implementation of human resources programs and policies.
OR
An equivalent combination of the conferred degree and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.
Desired Qualifications
- 3-5 years of experience administering FMLA and leave programs, preferably in a public sector, higher education, or community college setting.
- Demonstrated knowledge of leave requirements and other legal protections afforded by the FMLA, ADA, HIPAA, USERRA, DOL, Pregnant Workers Fairness Act of 2023 and other applicable laws as shown in current or previous work experience on applicant resume and/or cover letter.
- Experience handling confidential and sensitive employee information in accordance with HIPAA regulations as demonstrated in current or previous work experience as evidences in application materials.
- Experience developing and training managers, supervisors, and Human Resources colleagues to ensure compliance with federal, state, and local leave program areas
- Intermediate Microsoft Office (Excel, Word and PowerPoint) or Google Suite (Docs, Sheets and Slides) skills
- Experience using a HRIS or Leave Management system to input data, run reports, and research
- Strong knowledge of ADA accommodations and coordination of leave-related reasonable accommodations
- HR certification (PHR, SPHR, SHRM-CP, SHRM-SCP) or a certification in leave management (CLMS - Certified Leave Management Specialist)
Special Working Conditions
