Overview

The Director of Payroll has overall responsibility for the administration and delivery of Carle's payroll processes and services. This role develops and controls all tasks necessary to accomplish the organization's payroll processing objectives, including managing relationships with internal and external auditors, taxing agencies and vendors.

Responsibilities

  • Establishes and maintains departmental policies, practices, and procedures.
  • Ensures payroll services are processed
  • Works in accordance with established policies and procedures along with all compliance requirements.
  • Ensures compliance with payroll laws and regulations at the state, federal, and local level.
  • Leads the payroll team to ensure payroll operations occur on time and accurately.
  • Responsible for corporate payroll strategy, planning, and communications.
  • Management responsibilities; talent acquisition, coaching, performance management, and development.
  • Oversees assigned project work; specific administration activities with the delivery of payroll services.
  • Supports and provides direction on payroll process system's setup, maintenance, upgrades and enhancements.
  • Partners with HR Systems to enhance and maintain payroll systems and configuration.
  • Oversees payroll team training on policies, procedures, and changes affecting payroll processing, includes determining effectiveness and driving changes to optimize payroll processing.
  • Drives continuous improvement throughout the payroll department that reduces process waste, increases productivity and improves service levels.
  • Ensures appropriate metrics are in place to measure and manage service levels, business risks and improve decision making.
  • Partners with the wider Accounting, Finance, Tax, HR and Legal teams to provide support, communication and accurate information as required or requested.
  • Operational responsibility for payroll operations for an organization with over 11,000 employees.
  • Timely responses and support payroll inquiries from all employees throughout the organization.
  • Manages day to day activities for all aspects of the comprehensive payroll operation including, but not limited to, management of the vendor to oversee the appropriate production of all payroll calendars and processes.
  • Collaboratively works with cross functional leadership teams to represent the payroll function across Human Resources, Finance, and IT a on strategic department and corporate initiatives.
  • Identifies change management activities and collaborates with various stakeholders for items related to payroll including but not limited to training, communications and support.
  • Performs other job-related duties as assigned or apparent.
  • File Federal and State payroll tax returns, monitors federal and state regulatory requirements that impact payroll, provide payroll data for Medicare cost report preparation and 990 tax returns.
  • Oversight of auditing and processing month-end, quarter-end, and year-end taxes and reconciliations.
  • Oversight of the funding and reconciliation of the 457 and 451 plans.
  • Responsible for ensuring all pay processes adhere to internal controls and regulatory pay practices.

Compensation and Benefits

The compensation range for this position is $57.16per hour - $98.32per hour. This represents a good faith minimum and maximum range for the role at the time of posting by Carle Health. The actual compensation offered a candidate will be dependent on a variety of factors including, but not limited to, the candidate's experience, qualifications, location, training, licenses, shifts worked and compensation model.
