Position Summary
Under the direction of the Operations Manager, the Operations Supervisor organizes and supervises the Airport Operations Center (AOC) as well as airside and landside operations and reviews and acts on matters involving safety, security, and customer service. The Operations Supervisor serves as a liaison with airline customers, tenants and government agencies such as Transportation Security Administration (TSA) and the Federal Aviation Administration (FAA).
Responsibilities (Essential Functions)
- Oversees the Airport Operations Center (AOC) to include monitoring and coordinating radio communications with emergency personnel, the airport access control and video management systems, and processing emergency telephone and other incoming phone calls.
- Provides input and feedback and assists in establishing policies, procedures, and practices governing the operation of the department.
- Responsible for maintaining current knowledge of all Greenville-Spartanburg Airport District rules, regulations, policies, practices, etc. governing the operation of the Department.
- Conducts daily inspections of the airfield, terminal facilities and other District facilities/property and takes corrective action of any unsafe or hazardous conditions. Inspects and investigates all reports of operational deficiencies.
- Coordinates with the Facilities Department on airfield repairs, airfield lightning, janitorial and maintenance of airport facilities and grounds. Troubleshoots and repairs minor maintenance problems.
- Performs duties, to include the supervision of Operations Officers, to ensure compliance with Federal Aviation Administration (FAA) regulations, Transportation Security Administration (TSA) regulations, and other local, state, etc. regulations, pertaining to the Operations Department. Regulations will include but are not limited to, Code of Federal Regulations (CFR), 14 CFR Part 139, 14 CFR Part 77, and 49 CFR Part 1542.
- Assists with airport security and identification functions, including badging, training and testing airport employees on movement area operating procedures, etc.
- During winter weather conditions, assists and coordinates with the implementation of snow and ice control procedures and ensures compliance of the District’s Snow and Ice Control Plan (SCIP) for the airport.
- Ensures proper use and compliance with issuing and filing Notices to Air Missions (NOTAMs) to report all conditions that impact the safe operations of aircraft and ensures that they are promptly communicated to the FAA, air carriers and other airport users.
- Assists with the implementation of wildlife control procedures and ensures compliance with the District’s Wildlife Hazard Management Plan (WHMP) and applicable Federal and State regulations.
- Enforces compliance with the District’s Rules and Regulations and the Airport Security Program.
- Oversees the coordination and monitoring of construction projects, events, etc. with vendors, contractors, and others, to determine corrective action, needs and prioritization.
- Prepares and maintains records and reports, to include: daily inspections, timekeeping, leave requests, training records and other personnel records.
- Provides leadership and direction to direct reports. Manages, motivates and inspires direct reports. Plans, assigns and monitors work of direct reports. Provides performance feedback, addresses performance issues, oversees personal development, etc. for direct reports.
- Performs other duties as required.
Education
- Graduation from an accredited college or university with minimum of a Bachelor’s Degree in aviation management or a related field, preferred.
Experience
- A minimum of five (5) years of experience in airport operations or administration, preferred.
- A minimum of two (2) years of supervisory or management of personnel or airport operations, preferred.
- Police and/or Fire (911) dispatching, military or telecommunications experience, preferred.
- Previous experience working with job-related Federal Aviation Administration (FAA) and Department of Homeland Security (DHS) regulations, preferred.
- Previous Computer Aided Dispatch (CAD) experience, preferred.

Special Knowledge, Skills, and Abilities
- High level of proficiency in the use of a personal computer is necessary, including skills in Microsoft Office (Word, Excel, PowerPoint, SharePoint, etc.)
- This position requires skills in prioritization, organization, verbal communications and interpersonal relations, and the ability to manage multiple projects simultaneously.
- Proven ability to establish and maintain effective working relationships with coworkers, supervisors, stakeholders and the public.
- Excellent verbal, non-verbal and written communication skills including the ability to communicate on multiple radio frequencies, with Air Traffic Control, and on emergency PA systems.
- Attentiveness to work procedure in order to reduce potential risk of injury in work areas.
- This position requires the ability to maintain control and exhibit good public relations under all conditions.
- Considerable working knowledge of airport safety regulations, occupational hazards, and related safety precautions, to include Federal Aviation Administration (FAA) regulations and Transportation Security Administration (TSA) regulations.
- Ability to react quickly and effectively in implementing and controlling emergency plans relating to aircraft accidents, civil disturbance, natural disasters, or other emergencies.
- Ability to administer safety programs.
- Ability to evaluate programs, prepare concise organized reports, and communicate clear oral and written instruction.
- Ability to instruct and train airport badge holders in the area of movement area operating procedures.
- Ability to prepare and maintain the airport’s certification, emergency, and wildlife plans.
- Ability to maintain control and exhibit good public relations under all conditions.
Supervisory Responsibility
- Direct supervision of Operations Officers.
Licenses
- Valid Driver’s License, required.
Certifications
- Possess either the SC Criminal Justice Academy 911 Telecommunications Course or Class 4 Telecommunications Operators (TCO) Certification, or complete within six (6) months of employment.
- Possess the South Carolina Law Enforcement Division (SLED)’s National Crime Information Center (NCIC) Certification, or complete within six (6) months of employment.
- Possess the American Association of Airport Executives (AAAE) Certified Member (C.M.) designation, or complete within twelve (12) months of employment.
Latitude/Independent Judgment/Accuracy
- Diligence must be exercised when handling confidential information.
- Reasonable care for equipment/processes to prevent injury/damage.
- Responsible for own work but must coordinate with others (tenants, the public, mutual aid partners, colleagues, etc.).
- Position requires considerable independence and initiative in decision making regarding the operations of the airport.
Working Conditions
- The Airport Operations Center operates 24/7. Tours of duty to include weekends and holidays. Position requires rotating shift assignments and some overtime duty. May be subject to recall outside of scheduled tours of duty.
- The employee regularly lifts and/or moves up to 25 pounds and occasionally lifts and/or moves up to 50 pounds.
- The noise level in the outside work environment can be moderate to loud based on location or the aircraft movement in the area.
- Physical activities include climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, feeling, talking, hearing, grasping, and repetitive motions.
- Specific vision abilities include close up, distance, color, peripheral vision, and depth perception as well as having visual acuity to analyze data and figures and operate a computer, with or without correction.
- Mental and/or Visual Demand - mental and visual demands are high and vary with function performed. Consistent mental attention needed to respond safely and efficiently.
- Exposed to both normal office environment conditions as well as normal industrial environment conditions.
- This position is subject to inside and outside environmental conditions, including extreme hot and cold weather, noise, physical hazards, and narrow passageways.
Other Requirements
- Must be able to complete and pass a background investigation, drug screening, and physical examination as per Federal, State and GSP Airport District requirements.
