Time Compliant Technical Order (EC/TCTO) Analyst

Responsible for managing and analyzing Engineering Change (EC) and Time Compliance Technical Orders (TCTOs) to ensure compliance with maintenance, modification, and safety requirements. Supports technical evaluations, documentation reviews, and implementation tracking for aerospace and defense systems. Collaborates with engineering, logistics, and maintenance teams to ensure timely execution and regulatory adherence.

Compensation & Benefits:

Estimated Starting Salary Range for Time Compliant Technical Order (EC/TCTO) Analyst: $87,000 to $92,000

Pay commensurate with experience.

Time Compliant Technical Order (EC/TCTO) Analyst Responsibilities Include:

  • Perform Quality Assurance (QA) Review for all CG Surface Asset EC/TCTOs through development and validation phases in accordance with all current standards/practices.
  • Perform QA Review for all CG Surface Asset EC/TCTO messages prior to release.
  • Audit the TCTO process from development thru closure to determine impediments to progress/process flow and provide remediation recommendations.
  • Provide process metrics in a monthly, formal written report and report findings to the SFLC Engineering Board, Local Configuration Change Board (LCCB) and Command, Control, Communication, Computer, Cyber and Intelligence Service Center (C5ISC).
  • Assist with planning and actively participate in the following meetings: SFLC System Engineering Technical Reviewer (SETR) and Project Decision Event (PDE) events, LCCB, EC/TCTO Development Team (ECDT) meetings, and Platform Team Meetings. Additional meeting attendances may be required.
  • Assist developing and managing Plan of Action and Milestones (POAM) for any/all CG EC/TCTO processes.
  • Coordinate ECDT, LCCB, and other technical and logistical meetings as required in the normal course of EC/TCTO, and logistics support development.
  • Assist with drafting/updating CG Process Guides and Desk Guides in support of the EC/TCTO Processes.
  • Gather data from SFLC ESD, C5ISC, Cutters, Product Lines, and other Coast Guard units in the development of EC requirements for various platforms.
  • Provide SFLC and C5ISC EC/TCTO management support in the form of maintaining SFLC Central discontinuities.
  • Complete other administrative support tasks in support of EC/TCTO development.
  • Performs other job-related duties as assigned

Time Compliant Technical Order (EC/TCTO) Analyst Experience, Education, Skills, Abilities requested:

  • Bachelor's Degree in a Maritime Mechanical Engineering field or Five (5) years' experience with CG Hull, Machinery & Electrical (HM&E). US Navy or Merchant Maritime HM&E experience is also acceptable. Applicants may substitute a combination of any graduate education and other specialized engineering experience to qualify for the position.
  • Minimum three (3) years of CG or Department of Defense (DoD) Engineering Change process experience, or combination of the two.
  • Minimum three (3) years of CG or Department of Defense (DoD) experience with the development of Field Changes, Engineering Changes and TCTO's.
  • Proficient in CG TCTO procedures and the documentation to carry out the responsibilities of the TCTO Coordinator as defined by the following: SFLC TCTO Process Guide CGTO-PG-00-40-S, SFLC and C5ITSC TCTO Process Guide CGTO-PG-85-00-40-T, SFLC and C5ITSC Engineering Change Process Guide CGTO-PG-85-00-900-S.
  • Strong Project Management Skills.
  • Excellent writing skills, utilizing the applicable documentation resources.
  • Proficient in the use of Coast Guard Standard Workstation III.
  • Proficient with Microsoft Office 365.
  • Ability to obtain Common Access Card (CAC).
  • Must pass pre-employment qualifications of Cherokee Federal
