Responsibilities
Arcfield is growing and seeking a Program Management Analyst II to support Program/Portfolio Management Accountability for their customer's COMM Directorate. The ideal candidate for this position will be able to develop and implement approved plans, schedules, measures and metrics, for all identified functional area processes. (Please note, an offer for this position will be contingent on an awarded contract.) Key Responsibilities Include:
- Document initial baseline process performance, identify meaningful improvements, track progress, and identify efficiencies (e.g., cost, schedule, performance evaluations of the contract)
- Provide the plans, schedules, and metrics and measures for program reviews, and award fee determinations, as requested
- Provide support establishing, integrating, and managing portfolio management processes in line with Office, Group, Directorate, and/or Chief Information Officer (CIO) governance and governance fora
- Provide support and technical assistance to portfolio investment and decision functions with Office, Group, Directorate, and/or Chief Information Officer (CIO) requirements
- Conduct resource and technology investment reviews identifying interrelationships with other enterprise processes, cost, schedule, and performance, and present/recommend improvements
- Integrate portfolio investment reviews with higher order federal budget processes, deliverables, or initiatives, to address formal and ad-hoc data requirements
- Support, through reports, data analysis, or as needed, compliance and oversight requirements for technology, resources, or other portfolio requirements
- Implement and execute directed process improvements
Qualifications
BS 5-7 Years, MS 3-5, PhD 0-2 Required Qualifications:
- An Active Top Secret / SCI w/Poly Clearance
- Bachelor's degree in science, Technology, Engineering, Mathematics, Business Management/Development/Communicaitons, or related field
- Strong customer intimacy skills; ability to collaborate in cross-functional teams as well as to interface effectively with personnel at all levels of government
- A commitment to quality, accuracy, continuous improvement, and be detailed oriented
- Proven ability to work independently and collaboratively, managing multiple tasks concurrently
- Good communication skills to liaise with technical and non-technical audiences
- Analytical, problem-solving, and project management skills
- Demonstrated judgment, initiative, and critical thinking to execute mission objectives
- The ability to travel as necessary to satisfy assigned tasks
- Flexibility to execute additional duties as assigned
- Performed a variety of project administration support services involving data review, reporting, project coordination, budget review, and other related duties in support of the Project/Program Manager
- Provided support to the Project/Program Manager in planning, managing, and monitoring projects through its life cycle.
- Worked on overall project planning through reporting on project schedules and deliverables
- Briefed management on the status of action items and metrics to track contract performance
- Monitored project timeline; tracked document submissions; created, monitored and maintained audit files
- Designed and implemented procedures to fulfill project objectives and criteria; worked with agencies to resolve concerns and issues.
- Prepared monthly variance reports with associated footnotes
- Evaluated and monitored the performance and efficiency of programs to ensure that program implementation is on target
Desired Qualifications:
- Advanced degrees or certifications in Science, Technology, Engineering, or Mathematics
- Coordinated projects; developed system for data collection, reporting criteria and records; researched and compiled statistics and data for projects
- Experience working with the Federal Government/IC
