GENERAL SUMMARY The Head of Regulatory Relations, Issues Management, Governance, and Reporting will build programs, processes, and reporting in direct support of the Chief Risk Officer (CRO). The successful candidate must have a foundational understanding of risk management across primary risk types including operational risk, regulatory compliance, financial crimes, enterprise risk, and strategic/financial risk. This role will serve as the primary liaison with the Bank's regulators as well interact with senior management and business leadership in preparing for meetings with the regulatory teams. Additionally, this leader will build and lead the Bank's Issues Management program, working alongside all risk departments, internal and external audit, and the first line of defense front line units. The successful candidate will bring regulatory and audit exam management experience, strong written, verbal, and interpersonal communications skills, as well as organizational capabilities such as project management and/or business management experience. Finally, this leader will work with the CRO, senior management, and the various risk functions to design, prepare and deliver risk reporting for senior management and Board-level decision-making and oversight. DIRECT REPORTS The role may have direct reports. ESSENTIAL FUNCTIONS
- Regulatory Relations. Build a regulatory liaison function to proactively manage regulatory concerns and speak on behalf of Cathay Bank in alignment with the CRO. Present a single voice and well-scripted narrative to the regulators on behalf of Cathay Bank. Build a sound understanding of the organization's businesses, functions, strategy, and direction. Manage and/or coordinate regulatory exams. Advocate on behalf of business leaders as well as regulators to provide consistency and transparency across all engagement points. Ensure all supervisory recommendations and matters requiring board actions are fully delivered timely and actively monitored through completions. As possible, drive proactive updates and escalate matters to senior management when necessary.
- Issues Management. Define and oversee the development of an Issues Management Program including the framework, policy and standards necessary to ensure awareness, transparency and accountability across the Bank. Design and establish an appropriate process and system (repository, workflow) for tracking and monitoring of issues management with a single source of truth, and accompanying reporting accordingly. Move culture toward a proactive issues management approach through incentives for self-identification of issues and timely remediation. Ensure sufficient oversight of issues from issue owners, senior management, and the Board, based on criticality and urgency to the Bank. Ensure timely escalation of issues and root cause analyses performed on the key and critical concerns. Work with the GRC platform and other issues owners across the Bank to align to common processes, language, and reporting. Produce timely reports for management action.
- Governance. Oversee the effective management of the internal Bank management governance committee structure. (Note: Board-level committees are out of scope.) Simplify the governance structure for non-financial risk by the creation of an effective Internal Control Committee. Analyze the effectiveness of all committees and ensure an appropriate hierarchy is achieved given the size and scope of Cathay Bank. Clarify delegation of authority, decision-making levels, and timely, well documented meetings are held commensurate with all risks in the Bank. Manage the International Control Committee directly on behalf of the CRO.
- Reporting. Risk reporting to the Enterprise Risk Management Committee and Board Risk and Compliance Committee needs improvement. Building on existing reports and available data, this role will redesign more effective dashboards and communications templates to ensure appropriate focus to significant matters is consumable and actionable. Work with all risk departments and as necessary other functions (finance, HR, operations, etc.) to ensure data is accurately transmitted and both qualitative and quantitative reporting is effective. Manage the monthly and quarterly reporting cycles. Work with each sub-report to roll-up appropriately into those cycles. Schedule topical reporting and ensure high quality, brief and actionable topical reports. Manage reporting sources and staff, as necessary.
- Team and Business Management. As needed, provide additional supporting on department budgets, staffing models, HR processes, and internal communications. Undertake other team and business activities for the CRO, as needed.
QUALIFICATIONS
- Education: Bachelor's degree in business, finance, economics, or liberal arts.
- Experience: 10+ years of directly relevant experience in a bank or a non-bank financial institution managing reporting, regulatory and audit exam, issues, remediation, staffing plans, communication plans, project management and team management.
- Skills/Ability:
- Strong interpersonal communication skills - both written and verbal.
- Strong relationship management skills.
- Strong organizational skills - managing exams and audits, programs, projects, and other remediation work.
- Demonstrable experience working effectively with senior leaders, executives, and board members. Demonstrable understanding of highly confidential communications processes accordingly.
- High degree of professionalism in presentation and executive presence.
- Ability to lead cross-enterprise efforts to build or strengthen risk programs.
- Ability to analyze quality, responsiveness, and achievability of remediation responses.
- Ability to create quantitative and qualitative reports.
- Ability to multi-task and manage multiple deadlines to completion.
- Demonstrable business management and project management expertise.
- Positive can-do attitude and a history of good execution results under pressure.
- Willingness to learn, grow and improve.
OTHER DETAILS $165K - $198K / year Pay determined based on job-related knowledge, skills, experience, and location. This position may be eligible for a discretionary bonus.
