Responsibilities

Arcfield is growing and seeking a Systems Engineer IV to support Measurement for their customer's COMM Directorate. The ideal candidate for this position will be able to define the types of information needed to support technical decisions and program management including timeliness, meeting performance review requirements and quality attributes, effective use of resources, conformance standards, and continuous improvement in reducing cost and cycle time. (Please note, an offer for this position will be contingent on an awarded contract.)

Key Responsibilities Include:

  • Support the implementation and monitoring of refinements to system/service measures of effectiveness, system/service key performance indicators (KPIs), other system/service measures of performance, and technical performance measures
  • Recommend measurement opportunities and improvements to system/service acquisition and system/service operations measurements
  • Implement, monitor, and recommend refinements to System Engineering leading indicators that provide insight into SE needs or performance throughout the system/service life-cycle
  • Develop and submit candidate metrics for the COMM SE functional area and its processes, to document initial baseline process performance, identify meaningful improvements, track progress, and identify efficiency and quality goals
  • Report implemented measures to appropriate COMM IT governance fora, COMM IT dashboards, and at PMRs

Qualifications

BS 8-10, MS 6-8, PhD 3-5

Required Qualifications:

  • Must possess and be able to maintain a TS/SCI with Poly
  • Bachelor's degree in Science, Technology, Engineering, Mathematics, Business Development/Management/Communications, or related field
  • Outstanding customer intimacy skills; ability to collaborate in cross-functional teams as well as to interface effectively with personnel at all levels of government
  • A commitment to quality, accuracy, continuous improvement, and be detailed oriented
  • Proven ability to work independently and collaboratively, managing multiple tasks concurrently
  • Strong communication skills to liaise with technical and non-technical audiences
  • Excellent analytical, problem-solving, and project management skills
  • Demonstrated judgment, initiative, and critical thinking to execute mission objectives
  • The ability to travel as necessary to satisfy assigned tasks
  • Be comfortable and flexible with executing additional duties as assigned
  • Has demonstrated a holistic approach in order to design, develop, evaluate and modify end-to-end systems and systems-oriented products through their entire life cycle
  • Has established and coordinated the development of standards, practices, and procedures as related to overall product development
  • Has acted as a customer liaison and supporter for business development activities in order to understand and shape requirements
  • Experience combining the principles of systems engineering with the skills of program management to oversee the development, integration, and delivery of complex technical systems/services
  • Ability to bridge the gap between technical teams and project execution, ensuring that system-level objectives are met while adhering to timelines, budgets, and stakeholder expectations

Desired Qualifications:

  • Advanced degrees or certifications in Science, Technology, Engineering, or Mathematics
  • Experience designing, researching and developing highly advanced applications, which may result in new product/business opportunities for the company
  • Experience ensuring requirements comply with client requirements and government standards through formal verification methods
  • Has experience working for the Federal Government/IC
