Job Description

Jefferson Consulting Group is seeking IT Acquisition Specialist/Consultant to support Administrative Office of US Courts (AOUSC), Department of Program Services (DPS), Case Management Systems Office (CSMO).

This role will be 100% Remote.

The annual salary range for this position is $140,000.00-$153,000.00. The annual salary range is negotiable. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.

Responsibilities:

* The candidate will support the AOUSC DPS CMSO by providing IT acquisition and support services to include acquisition program support, requirements package development support services, and contract administration services.

* The candidate will be responsible for providing Acquisition Program Support Services which entails developing Task Plans, Monthly Status Reports, Agendas and Meeting Notes, developing workflows and track progress, identifying barriers and risk and mitigating both, holding regular meetings with the COR and Stakeholders, developing templates as needed, conducting market research and market trend reports.

* The candidate will be responsible for providing Requirements Package Support Services which entails developing and coordinating CMSO's requirements package documents for complex IT requirements for three primary products, 1) Case Management and Electronic Cases Files (CM/ECF), Probation and Pretrial Case Tracking System (PACTS), and eVoucher and Vendor Manager, and requirements that may include:

o Commercial software;.

o Agile Software Development (Scrum, SAFe, Kanban, DevSecOps);

o Cloud Migration & IT Modernization (AWS, Azure, Google Cloud, FedRAMP compliance);

o Software Engineering & Cloud-Native Development (Microservices, containerization, full-stack development);

o IT Acquisition & Federal Procurement;

o Technical Procurement Documentation (Drafting and refining SOWs, PWSs, and SOOs), and;

o IT Compliance & Security (Ensuring adherence to NIST, FedRAMP, and federal cybersecurity policies).

Requirements package documents include but are not limited to SOW/PWS/SOO, QASP, Market Research Report, IGCE, Acquisition Strategy, Acquisition Plan, Justifications, etc.

* The Candidate will be responsible for ensuring the provision of Contract Administration Support Services which entails activities that ensure contract terms and conditions are met, providing support for contract amendments and changes, managing contract deliverables, contractor onboarding and offboarding process, quality assurance, contract options and renewals, and supporting contract performance evaluations.

* The candidate will be responsible for helping the CMSO with technical and price evaluations as part of the evaluation phase.

Required Qualifications:

* Bachelor's degree.

* At least ten years of information technology federal acquisition experience, demonstrating familiarity with and an understanding of various SaaS software/applications, and extensive experience in developing requirements package documents including SOW/PWS/SOO, QASP, Market Research Report, IGCE, Acquisition Strategy, Acquisition Plan, Justifications, etc. for the following such IT acquisitions:

o Commercial software;.

o Agile Software Development (Scrum, SAFe, Kanban, DevSecOps);

o Cloud Migration & IT Modernization (AWS, Azure, Google Cloud, FedRAMP compliance);

o Software Engineering & Cloud-Native Development (Microservices, containerization, full-stack development);

o IT Acquisition & Federal Procurement;

o Technical Procurement Documentation (Drafting and refining SOWs, PWSs, and SOOs), and;

o IT Compliance & Security (Ensuring adherence to NIST, FedRAMP, and federal cybersecurity policies).

* Extensive Knowledge of the Federal Acquisition Regulation and all phases of the acquisition lifecycle.

* Knowledge of DevOps Principles: Collaboration, Automation, Continuous Improvement, Customer-Centric Action, Responsibility Throughout the Lifecycle.

* Experience of identifying technical and programmatic requirements.

* Experience with translating technical requirements into a SOW, PWS or SOO, including a QASP with performance standards.

* Experience using innovative and new technologies in support of IT modernization project requirements.

* Experience effectively communicating technical information to both technical and non-technical stakeholders.

* Experience supporting large product development initiatives.

* Experience using the product development life cycle and the various methods involved in the product development life cycle.

* Experience using software acquisition standards for procurements related to cloud services such as cloud infrastructure, cloud security, cloud operations support and cloud-based application development.

* Experience using human centric design and requirements breakdown for developing product backlog.

* Experience using agile product development and understanding the various roles and responsibilities involved in agile product management and development.

* Technical writing experience.

The following certifications are preferred, but not required:

* Certified ScrumMaster (CSM)

* Federal Acquisition Certification for Program and Project Managers (FAC- P/PM) with IT Core-Plus Specialization
