Summary Balfour Beatty is seeking an onsite Superintendent for the Fort Eisenhower Military Housing project located in Augusta, GA. Preferred candidates to have residential experience in the military housing, multifamily housing or wood frame markets. The Superintendent will oversee the day-to-day activities on the project site, work with project team members, and coordinate subcontractor trades to meet and/or exceed the contract schedule. Assists in all activities related to operations to include safety, preconstruction, coordination meetings and weekly meetings with subcontractors, starting up the project, turnover of new units, project closeout, warranty, and schedule requirements to ensure projects are completed with quality, profitability, and adhering to our Safety/Zero Harm culture. Maintains a relentless focus on meeting and exceeding customer needs and expectations.
Essential Functions
Business Development
- Build effective relationships with key stakeholders.
- Prepare operations-related components of proposals and presentations.
- Lead construction delivery portions of presentations.
Safety
- Establish job site safety team.
- Conduct site hazard analysis.
- Develop project safety plans with Senior Safety Health & Environmental Manager and ensure compliance.
- Oversee/ ensure all project safety SOPs are properly followed and documented.
- Display leadership behaviors, mentor project team members and ensure accountability.
- Ensure Safety Standard Operating Procedures (SOPs) are implemented.
Preconstruction Coordination
- Review project estimates and cost control systems with Senior Project Manager.
- Review all purchase orders and subcontracts prior to issuance to subcontractors/vendors, and again once contracts are executed and finalized.
- Review all contract documents for conflicts or interpretation issues.
- Provide scope-related input to Estimating to ensure costs for site specific needs are incorporated into budget.
Project Scheduling
- Identify project milestones
- Determine schedule activities.
- Determine activity durations based on actual quantities and production rates derived from subcontractor input or historical data.
- Determine activity relationships
- Lead Pull Planning sessions
- Updated project look ahead schedules
- Contribute to development of project schedule
- Contribute to preconstruction schedules.
- Track project schedule process
- Participate in Critical Path Method (CPM) schedule meetings.
Project Cost
- Assist in development/ management of general conditions, planning/ phasing, and buyout strategy.
- Establish self-perform field staffing requirements.
- Review general conditions budget, monthly, with Project management staff.
- Review / approve all bills for materials and subcontractor requisitions.
- Confirm extra charges from subcontractors/ suppliers are reasonable and work is correctly executed.
- Review / approve subcontractor and vendor payment applications and miscellaneous invoices.
- Evaluate equipment costs vs. budget.
Project Start-up
- Understand local Authorities Having Jurisdiction (AHJ) requirements.
- Establish fully functional office/complex for team members.
- Establish contacts and relationships with local community and surrounding properties to update accordingly on activities that may affect surrounding areas.
- Assess site for safety, scope and risk-related items to be incorporated in bid packages, safety plans and site logistics plans.
- Incorporate subcontractors input in project plan.
- Develop / maintain site logistics and temporary facilities plan.
- Identify hoisting requirements.
- Establish security requirements.
- Advise project team on changes in methods, materials, schedules, and procedures.
- Understand local labor requirements.
- Ensure Department of Energy and Environment (DOEE) / Environmental Protection Agency (EPA) requirements are followed.
Project Progress
- Attend all mandatory periodic planning, progress, and close out meetings with project staff and other key people on project concerns, problems, and unexpected situations that may arise with subcontractors, suppliers, customer changes, etc.
- Manage / implement programs: safety, EEO, risk management, training and Quality Control.
- Manage / document employee and subcontractor problems or non-performance.
- Facilitate weekly project progress / safety meetings with subcontractors.
- Manage OSHA site visits.
- Perform or monitor all jobsite control reporting measures: daily reports, quantity reporting, accident and incident reports.
- Ensure timely project completion.
- Responsible for supervision of layout and field engineering.
- Identify and solve problems to minimize risk.
- Responsible for subcontractor project orientations.
Quality Control
- Responsible for management of the Quality Control program.
- Ensure the commissioning process is fully developed and adhered to throughout the construction process.
Turnover
- Coordinate and Manage Subcontractors, Owner and other parties for Turnover walks.
- Ensure project closeout process is finalized.
Crisis Control
- Identify root cause of crisis and help to develop plan of action with project team.
Project Administration, Operations, Coordination and Close-out
- Attend all mandatory periodic planning, progress, and close out meetings with project staff and other key people on project concerns, problems, and unexpected situations that may arise with subcontractors, suppliers, customer changes, etc.
- Compare progress to schedule, , check compliance with plans and specifications, review any problems, and verify the quality of work being performed meets contract specifications and Balfour Beatty Construction guidelines.
- Complete documentation for submittal to the owner; coordinate with Senior Project Manager and Scheduling Director.
- Execute and coordinate the project closeout process to settle all warranty and punch list obligations, demobilize all resources, and transition the project to the customer.
Minimum Requirements
- Field position with 10 to 15 years of experience.
- Ability to work on base, clearance and background verification required.
- Builds strong teams that apply their diverse skills and perspectives to achieve common goals.
- Coordinates and manages project team to meet contractual requirements and project execution.
- Demonstrates leadership skills with ability and willingness to face challenges, direct others, and effectively address conflict.
- Creates, manages, and/or revises schedules and related assignments based on key priorities of assigned projects, considering the importance between work and life activities for self and others.
- Organizes people, tools, and equipment and plan/manage multiple activities to accomplish desired results.
- Great communication skills for interfacing with Owners, clients, A/E design team, and subcontractors/vendors.
- Wood frame construction experience required.
- Experience with directing work, managing field employees, and overseeing coordination of all trades.
- Promotes company culture and attends company events.
- Makes decisions under tight deadlines, sometimes with incomplete information.
- Exhibits commitment to quality by evaluating project-related processes and make necessary changes, using customer input to make improvements, and meeting/exceeding internal and external customer expectations.
- Acts in a manner of integrity that demonstrates support for the company values and the employees, while maintaining constant focus on meeting/exceeding customer requirements and expectations.
- Demonstrates proficiency using a personal computer (PC) and company communication tools, such as email, internet, Microsoft products (e.g., Word, Excel, Office, Outlook), Job Management Systems, Procore, Primavera P6, and Bluebeam.
