How You'll Contribute to the Team:

The Energy and Utilities Manager supports the ongoing operations of energy and utilities of the military housing DOD portfolio. This role will help manage utility programs, manage master service agreements, and ensure accurate utility billing. The ability to use financial acumen to identify trends, opportunities, and challenges that could impact project performance is at the forefront of this role.

Primary Responsibilities Include:



  • Thoroughly understand the vision, contractual agreements and roles and responsibilities of the partnership to hold all parties involved accountable for their responsibilities as they pertain to energy.
  • Perform monthly, quarterly, and annual generation and consumption tracking and analysis for the utility programs. Analyze invoices and compare metered consumption to billed consumption.
  • Manage contractual relationship(s) with installation DPW during and after Utilities Privatization, to ensure DPW/UP is abiding by MSA roles and responsibilities; ensure rate changes comply with MSA.
  • Oversee any external utility resources, set expectations, manage contracts, ensure timely delivery of reliable, accurate, and useful information which can be used to drive improvements.
  • Analyze data to identify trends, opportunities, and challenges. Understand metric interdependencies and present actionable recommendations to leaders.
  • Support the energy business with data needs for implementation of new programs.
  • Support Asset Management by conducting research to understand trends, market conditions, competitor landscape, and other factors which impact internal strategic direction. Use industry related operating metrics to evaluate, identify, and measure opportunities for value creation.
  • Support planning efforts across the portfolio including periodic forecasting and annual budgeting.
  • Other duties as assigned.


Role Specific Requirements Include:



  • Bachelor's degree in finance, accounting or engineering.
  • 5+ years of professional experience in service provider business with a focus on upholding contract obligations. Previous experience with public-private partnerships, specifically with the government is a plus.
  • Familiarity with solar development and utility billing analysis.
  • Strong analytical capabilities including data analysis, forecasting and budgeting.
  • Proven ability to independently manage timelines, delivery and influence outcomes without hierarchical authority.
  • Excellent interpersonal and writing skills, with the ability to communicate effectively with management and cross functional teams and establish collaborative relationships.
  • Demonstrated ability to translate data analytics and provide concise explanations to audiences with varying levels of financial acumen.
  • Ability to travel as needed (approximately 1-4 times per year).

Exceptional Benefits for Exceptional Team Members

The salary range for this position is estimated to be $95,000 to $110,000 per year, depending on experience, skills, qualifications, and work location. This position is eligible for a discretionary target incentive of up to 10% of the base salary
