JOB SUMMARY

Manages and directs design of the Sewer District's projects within their respective program. Ensures construction plans meet quality standards and achieve cost-effective goals in a timely manner within budget constraints. Participates in and assists others in proper execution of engineering work, particularly for high-risk projects. Partners with the construction management team for cohesive execution of projects. Manages workload, resources, priorities and multi-disciplinary project teams within the Sewer District. Performs other duties of a similar nature as may be required.

ESSENTIAL FUNCTIONS

- Manages and directs all aspects of design work for projects of their respective program including but not limited to those under the Capital Improvement Plan (CIP) to ensure work is within budget constraints, achieves schedule goals and meets quality standards.

- Oversees creation of Requests for Qualifications (RFQs), Requests for Proposals (RFPs) and negotiations for design consultants and design-build contractors by the project managers of their program. Establishes program-specific design guidelines for delivery of projects.

- Oversees and monitors status of monthly consultant invoices submitted to the Sewer District for payment.

- Attends required planning and progress meetings including design review meetings, internal pre-bid meetings and construction progress meetings.

- Mentors project management staff within their program. - Manages and motivates staff to obtain high productivity and results. Appraises performance, assists in creation of staff individual development plans and individualized job training and coaching. Serves as a hiring manager. Takes appropriate corrective actions as needed.

- Works closely with program level management to ensure consistent application of engineering and design tools within their program.

- Supports engineering management at the program level and assumes program level management responsibilities for selected projects as necessary.

- Collaborates with the Technical Services Group's Project Controls team to ensure accurate tracking of design projects.

- Collaborates with construction management team to address and resolve project issues.

- Manages professional services contracts and assumes project management roles as needed or in the temporary absence of a project manager.

- Assists with the annual CIP planning process to ensure prioritization and optimization of projects within the plan.

- Performs other duties of a similar nature as may be required.

MINIMUM JOB REQUIREMENTS

EDUCATION

-Candidate must possess a bachelor's degree preferably in Engineering or a closely related field.

EXPERIENCE

- Candidate must possess seven (7) years of progressive responsibility and proven success in managing complex planning, implementation, execution, delivery and performance of engineering/construction full cycle projects. Experience must include procurement process management and vendor/contract interaction.

- Experience must include two (2) years of supervising, managing and/or leading people as well as projects and/or processes.

- Experience in the wastewater industry is preferred.

OTHER REQUIREMENTS

LICENSURE AND CERTIFICATIONS

- Candidate must possess current Professional Engineer (PE) License.

- Candidate must obtain a State of Ohio Professional Engineer's (PE) license within 12 months of employment.

- Candidate must possess a valid state of Ohio driver's license with a driving record in accordance with the Sewer District's acceptable guidelines.

KNOWLEDGE, SKILLS, AND ABILITIES

- Candidate must possess knowledge of engineering and construction applications, methods and practices.

- Candidate must possess effective written and verbal communication, organizational skills and decision-making abilities.

- Candidate must be able to read and interpret plans, specifications, working drawings, project schedules and tools. - Candidate must possess ability to manage projects, meet deadlines and tackle emergencies and difficult situations.

- Candidate must be detail oriented and capable of managing large amounts of data, maintain detailed comprehensive records, analyze and organize information, have effective project and time management skills and be well organized.

- Candidate must possess the ability to effectively plan, coordinate, establish and maintain effective working relationships and prioritize workloads based on available resources.

- Candidate must possess negotiation and conflict resolution skills to address issues and opportunities for improvement.

- Candidate must be proficient in Microsoft Office Suite including Word, Excel, Outlook and PowerPoint.

- Candidate must have a functional understanding of project tools such as MS Project and Primavera software.

PHYSICAL AND MENTAL REQUIREMENTS

During the course of performing the essential functions of this position the employee must be able to analyze, comprehend, coordinate, make decisions, interpret, negotiate, organize, problem solve and perform tasks. Numerical intelligence must also be performed. Ability to communicate while exhibiting strong interpersonal skills is required. Physical work will need to be performed such as walking, typing, talking, standing, sitting, reaching, kneeling/squatting, feeling, driving, crouching, bending, and balancing. Ability to lift up to 20 lbs. on occasion is required. This position is primarily office work in a quiet setting, but may occasionally be exposed to respiratory hazards, outdoor work, vibrations, wet/humid conditions, work around large machinery, work at heights and work inside confined spaces.

Pay Range: USD, Commensurate with Experience

$101,233 - $126,540
