The Inland Empire Utilities Agency will be accepting the first one hundred fifty (150) applications at which point this recruitment will automatically close without notice. Applications that are in progress or that have not been submitted before the recruitment closes will not be considered.
There is one (1) vacancy in the Regional Composting Authority Unit.

This recruitment will establish an eligibility list which may be used to fill future vacancies as they occur during the active status of the eligibility list.
Salary Range: GU 170
FLSA: Non-Exempt
Probationary Period: 12 months
Under general supervision, performs a variety of semi-skilled tasks in the maintenance and operation of an indoor composting facility; performs routine servicing, minor repairs and maintenance of the facility, equipment and machinery; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS:
A Compost Worker performs entry-level duties in the operation and maintenance of the composting facility. Incumbents must gain proficiency and attain the skills necessary to function at the next higher level while independently providing semi-skilled facilities cleaning and maintenance work.

Employees in this class typically report to a Compost Operations and Maintenance Supervisor.

Compost Worker is distinguished from Compost Operator in that an incumbent in the latter class operates medium to heavy equipment and performs the full range of journey-level duties required to produce compost. Compost Worker is further distinguished from Mechanic I in that an incumbent in the latter class performs semi-skilled, craft maintenance duties while training to perform the skilled maintenance duties of a wastewater agency.



EXAMPLES OF ESSENTIAL FUNCTIONS:

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

Performs housekeeping duties in facilities including cleaning and removing waste products, cleaning screens, chutes, conveyers and vents, and performing janitorial tasks.

Learns to maintain and operates large front-end loader, backhoes, skip loaders, skid steers, water trucks and other light, medium and heavy-duty motorized equipment associated with the operation of the facility.

Operates trucks, forklifts, compressors, portable and stationary generators, steam cleaners, pneumatic, hydraulic and electric tools, and related tools and equipment.

Operates large front-end loader to perform truck loading and to turn piles. The Agency anticipates that these duties will comprise approximately 25% (up to 520 hours per year) of the Compost Worker's regular duties.

Performs vehicle and equipment safety checks; reports need for repair; performs minor maintenance tasks such as making adjustments, fueling, refilling fluids and cleaning, and assists more experienced mechanics in repairs and preventative maintenance.

Performs and documents routine regulatory tests including ammonia tests, meter readings, water pressure and salt in water softener.

Picks up parts and equipment needed for maintenance and repair work.

Makes oral and written reports for work done; completes basic records, such as work orders and time sheets; attends meetings; participates in Authority and Agency safety training.

May be required to operate a truck scale.



QUALIFICATION GUIDELINES:

EDUCATION, TRAINING AND EXPERIENCE:
Graduation from high school or GED equivalent and at least one year of progressively responsible experience in the operation of construction-related tools and equipment; or an equivalent combination of education, training and experience. Experience in a public agency is preferred.

LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS:
A valid California Class C driver's license and the ability to maintain insurability under the Agency's vehicle insurance program.

Weigh Master Certificate required within one year of appointment and must be maintained during course of employment.

KNOWLEDGE OF:
Maintenance and minor repair of equipment used in a composting facility.

Shop mathematics.

Agency ordinances, codes, procedures and practices regarding area of assignment.

Safety policies and safe work practices applicable to the work.

Fire safety procedures and emergency response procedures.

ABILITY TO:
Use and care for hand and power tools in order to maintain good working condition for various jobs and use by journey-level workers.

Learn the uses and safe operation of loaders, bobcats, forklifts, hydraulic lifts, power equipment and tools used in the maintenance and repair of a composting facility.

Safely work in a challenging environment with ammonia vapors, odors from the compost process, hot and humid conditions, indoor fog, artificial lighting and a high number of stationary obstacles.

Perform mathematical calculations and maintain records related to the compost process.

Be medically authorized to be fitted for and wear a respirator.

Communicate effectively, both orally and in writing.

Understand and follow written and oral instructions.

Operate a computer and standard business software.

Establish and maintain effective working relationships with all those encountered in the course of work.
