By joining a team of policy experts as the Policy Director, National Medicaid Advocacy & Thought Leadership, you have the opportunity to engage in a fast paced, evolving and engaging area of health care. Our team works closely with health plans, functional partners and our government affairs colleagues to inform the broader business of emerging policy trends, establish policy positioning, build influence through advocacy and thought leadership, and support sustainable growth.

As a Policy Director, National Medicaid Advocacy & Thought Leadership, you would serve as a subject matter expert with health plans, functional teams, and external partners to provide needed policy expertise, consultation and collateral on issues pertaining to Medicaid, managed care functions, emerging trends, and national and market-specific advocacy priorities. You would be accountable for developing and supporting the implementation of advocacy strategies, fostering partnerships, and helping to translate policy trends into sustainable business practices. You will also serve as a bridge to connect the deep policy and business insights with the expertise and experience of our B2B marketing influence team to develop content and strategic partnership evaluation and tracking.

For this role, advocacy includes the creation of thought leadership content to support UnitedHealthcare Community & State's role as a trusted advisor. This will include policy recommendations, white papers, advocacy documents, presentations, and other ad hoc content on emerging trends and best practices to inform state and federal policies and support business growth.

The person in this role must have a deep passion and affinity for Medicaid policy and cultivating external partnerships and be a solid, concise communicator. The individual should also be acutely aware of the needs of diverse audiences internally and externally and adjust messaging accordingly. This individual must also be effective at synthesizing complex policies and concepts into meaningful messages and actions.
The Policy Director, National Medicaid Advocacy & Thought Leadership must also be skilled at building relationships and coalitions both internal to the business and externally. This individual will be a critical member of a national growth team bringing policy expertise and insights to health plan and business operations, competitive and organic growth activities, influence campaigns.

Primary Responsibilities:



  • Monitor external environment for policy progress and predictions in Medicaid and offer insights to inform growth and sustainable business operations
  • Create thought leadership content to support proactive role as trusted advisor, including:

    • Develop policy positioning to strengthen collaboration between managed care and providers, evolve health care delivery models, and improve the health and wellbeing of Medicaid members and communities.
    • Create content on emerging trends and their implications for Medicaid and UnitedHealthcare Community & State
    • Establish and manage national partnerships to identify, develop, and disseminate innovations and best practices
    • Organize and participate in forums with government and regulatory officials to review business activities and potential policy changes that may affect the organization.
    • Coordinate dissemination of the organization's positioning and thought leadership through special events, public speaking, and influence campaigns.


  • Serve as SME for health plans and national teams as needed to provide policy expertise and be responsive to state and business needs, including:

    • Participate in internal efforts related to strategic planning, program and product development, business operations
    • Support RFI content to effectively shape program design
    • Produce ad hoc policy/position documents as needed
    • Represent the organization's interests in coalitions, at meetings with policymakers, and in the development of procurements, regulations and program design.

Job Scope and Guidelines:



  • Possess a solid awareness of Medicaid policy trends to allow for strategic decision making necessary to navigate engagement with organizational leaders internally and externally
  • Search for and secure opportunities to highlight organizational capabilities, policy objectives, and leaders through panels, presentations, webinars, etc.
  • Partner with B2B marketing on thought leadership content development, conference planning and participation and white-paper development in partnership with national policy and business SMEs in a manner that aligns with key business objects
  • Evaluate and make recommendations for strategic investments including partnerships and sponsorships
  • Monitor budget and evaluation of investments in sponsorships, partnerships, and research
  • Collaborate with subject matter experts to conduct research and develop position papers, social media content, etc. to ensure external presence
  • Maintain relationships with Communication Teams, Regional Marketing Teams and Policy Leaders to ensure content calendar aligns with organizational priorities and proactively identifies and communicates areas of needed content or opportunity
  • Responsible for establishing tracking and coordination tools that support transparency, evaluation and coordination of: Partnerships, Conferences, Speakers Bureau, Content Calendar
  • Support C&S Communications team on executive presence requests requiring policy talking points and insights
  • Lead large, complex projects related to policy, advocacy and influence to achieve key business objectives
  • Convene stakeholders as well as expertise in developing and maintaining formal and informal external partnerships
  • Translate highly complex concepts in ways that can be understood by a variety of audiences
  • Influence senior leadership to adopt new ideas, products, and/or approaches
  • Direct cross-functional and/or cross-segment teams

Required Qualifications:



  • 5+ years of experience with Medicaid policy and / or business strategy experience
  • Experience with professional writing
  • Intermediate or higher level of proficiency with Microsoft Office, particularly PowerPoint
  • Proven ability to translate highly complex research or concepts in ways that can be understood by a variety of audiences.
  • Proven excellent written and oral communications skills
  • Proven personal integrity and able to think strategically



Preferred Qualifications:



  • Experience in public policy, advocacy/lobbying
  • Experience in public relations and/or business to business marketing
  • Experience working as a consultant supporting Medicaid or health system business needs
  • Experience working on issues related to Medicaid, Medicare, healthcare or underserved populations

The salary range for this role is $124,500 to $239,400 annually based on full-time employment. Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. UnitedHealth Group complies with all minimum wage laws as applicable.
