Position Information

The Sonoma County Probation Department is seeking a dedicated professional to join their Budget, Contracts, and Grants Unit !
Starting salary up to $62.69/hour ($130,841/year) and a competitive total compensation package!
THIS RECRUITMENT IS PROMOTIONAL ONLY. YOU MUST PRESENTLY BE A FULL- OR PART-TIME REGULAR OR PROBATIONARY COUNTY OF SONOMA, COMMUNITY DEVELOPMENT COMMISSION, SONOMA COUNTY FAIRGROUNDS, OR SONOMA COUNTY WATER AGENCY EMPLOYEE IN ORDER TO APPLY FOR THIS POSITION.

Reporting to the Administrative Services Director, the Probation Contract and Budget Manager supervises a team of two Department Analysts, one Accountant II and an Administrative Aide to develop and manage the annual operating budget for the department, develop complex requests for proposals (RFPs) for needed services, and to administer over 100 contracts and MOUs. They will work in close collaboration with operational staff as well as the Executive Management team and will be responsible for the following:

  • Manage the Budget, Contracts and Grants Unit
  • Review the department's $70 million annual budget plan, comprised of nearly a dozen complex funding streams, to ensure accuracy and appropriate use of funds
  • Build a strong understanding of key departmental funding sources including state special revenue streams and the County General Fund
  • Support staff assigned to developing the Community Corrections Partnership Committee (CCP) budget, by providing coaching and guidance in preparation for CCP meetings
  • Developing solicitations to work with community-based providers and vendors specializing in complex criminal justice business needs
  • Independently complete Board items, contracts, grant applications and reports
  • Ensure departmental use of County procurement processes to optimally meet operational needs
  • Develop and implement process improvements for routine work, including RFP development, contract development, and grant application and reporting
  • Ensure that budgets and contracts are aligned with operational needs

The Probation Department has requested a county-wide promotional certification to fill a Probation Contract and Budget Manager position. Minimum Qualifications

Experience: Experience which would provide the opportunity to acquire the knowledge and abilities listed. Normally, two years of progressively responsible experience in a professional, human resources, administrative or fiscal staff position would provide such an opportunity. Experience supervising professional, administrative or technical staff is desirable.

Education: Academic coursework which would provide the opportunity to acquire the knowledge and abilities listed. Normally, coursework in public administration, business administration, management, accounting, statistics, human resources or closely related courses would provide such an opportunity.

License: Possession of a valid driver's license at the appropriate level including necessary special endorsements, as required by the State of California to perform the essential job functions of the position.


Knowledge, Skills, and Abilities

Considerable knowledge of: principles and practices relating to modern budget, programs and systems management.

Working knowledge of: operations and functions of county government; group dynamics as it relates to public organizations; research methodology, report writing and basic statistics, and their application; rate analysis; public debt analysis and legal requirements; grant proposal preparation; alternative funding sources; effective human resources and supervisory techniques; written and oral communications, including language mechanics, syntax and English composition; and modern office methods and procedures; the use of electronic information equipment and specific systems as used within the department.

Ability to: plan and organize research and statistical work relating to the various aspects of administration, budget and general management matters; understand, interpret and apply rules, regulations, ordinances, and federal, state and local legislation; effectively communicate orally and in writing, and present conclusions before advisory and policy bodies; effectively supervise the work of professional, technical and office support staff; establish and maintain effective working relationships with county management personnel, employees, and the public in carrying out sound management policies; perform data collection, interpretation and evaluation pertaining to administrative, fiscal and management matters; use principles of inductive and deductive reasoning to validate conclusions and recommendations; analyze administrative problems, budgets, and a variety of programs, systems and procedures; use electronic information equipment and specific systems as used within the department.

The selection procedure will consist of the following examination:

BACKGROUND INVESTIGATION

It is the policy of law enforcement and legal offices and departments, in the County of Sonoma, that candidates complete a thorough background investigation process prior to employment. This policy is imperative to keep the department's employees and the public safe and to maintain high standards in the law enforcement community. Candidates referred to departments for a selection interview are typically required to sign authorization and release forms enabling such an investigation. Failure to sign prescribed forms will result in the candidate not being considered further for that vacancy. Reference information will not be made available to applicants.

The background investigation will include a thorough assessment of a candidate's personal, employment, educational, criminal, and credit history. The investigation may include but is not necessarily limited to: the use of prescription and/or other drugs, reports from former employers, friends, family members, educational institutions, law enforcement agencies, credit reports, court reports, public records search, and/or other relevant sources. Candidates must be honest and forthcoming about information that may arise during the background process. Deception during any portion of this process is grounds for disqualification, even after employment.

All candidates will be required to take a pre-employment medical examination. The pre-employment medical examination will include drug testing as part of the medical examination for all applicants and for all current employees who are offered employment with the Offices/Departments. Additionally, candidates may be required to take a pre-employment psychological examination. The results of these examinations and the background investigation shall be confidential and shall not be available to the candidate for review. Failure to pass the background investigation will eliminate a candidate from the employment process. Issues that arise during the investigation process will be assessed, and judgment and discretion will be used to determine the employability of the candidate. Where there is evidence of a candidate's past use of controlled substances, many factors shall be used to determine the employability of the individual such as a pattern of use, kind of drug used, circumstances of the start of the drug use, treatment, behavior, and attitude since discontinuance, etc. Please note that a history of using controlled substances does not result in automatic disqualification from the selection process. Prior to disqualifying any candidate whose profile falls within the provisions of the policy, the candidate shall be given the opportunity to present any and all evidence of mitigating facts that the candidate feels should be considered by the hiring authority.
