The Opportunity

TC Energy has a long and proud history of delivering projects that provide safe and reliable transportation of nearly 25% of all the natural gas delivered across North America. These projects include everything from maintenance and modernization projects to large, multi-year capital growth programs. Dedicated teams of professionals rely on one another to ensure that these projects are executed with a focus on safety, regulatory compliance, quality, schedule, and cost.

Construction Managers play a significant role in driving overall project success by interfacing with many internal and external teams and construction providers necessary to complete the work across TC Energy's systems in accordance with the established regulatory requirements and TC Energy's core values.This position serves as an opportunity to work under a senior level Construction Manager to gain knowledge and develop skills to become a successful construction manager.

Position location at one of TC's regional offices (Ohio, WV, PA & VA) - 2 positions

What you'll do

  • Train under the CM and other assigned stakeholders to gain a solid understanding of the CM roles and responsibilities to transition to a full time CM role with little to no assistance

  • Assist the Construction Manager to ensure training and awareness requirements outlined within the training & responsibility std. are clearly defined and met for all project personnel

  • Support the onsite Chief with the inspectors to ensure they have reviewed and understand contractor Safe Work Practices & Job Safety/Hazard Analysis for the work they are assigned to oversee

  • Support the CM/Chief on the inspection staff to ensure construction complies to drawings, specifications, codes, standards, regulations, and contractors' site-specific quality plan/contract

  • Work with the CM/Contractor to ensure that stakeholder and local Environmental/Land commitments within their scope are tracked and implemented

  • Help to create and foster a collaborative work environment and a proactive/mature safety culture with the inspection staff

  • Support the CM/Project Team on successful execution of the project and all desired outcomes/deliverables

  • Monitor construction and as required influence corrective action with the CM/Contractor or inspection staff in accordance with Project Quality, Safety and Environmental plans

  • Assist in the preparation and review of NCRs to the contractor in accordance with the Project Quality

  • Plan and address construction non-conformance issues, understand Quality processes and their role in working with proper personnel to ensure they know how to report, escalate, and resolve reports

  • Train on the Implementation of the Project Delivery Standard requirements

  • Provide leadership, expertise, and guidance to the inspection staff

  • Participate in the ongoing constructability input into project design if required

  • Ensure records management associated with construction documentation is completed in accordance with Project Delivery requirements

  • Support the CM/Project Manager to acquire the high-pressure piping system(s) Leave to Open and successful turn-over to Operations

  • Ensure design deviations are properly red lined, and drawings are sent to the Project Manager for as-building

  • Identify opportunities for improvement, innovation and value creation related to construction participation in lessons learned, close-out meeting(s) and inspection staff performance evaluations

  • Conduct Site safety and quality walk downs and note any discrepancies

  • Interface with the Contractor's personnel to ensure that the codes, standards, and design are being followed

  • Assist in review and approval of daily reports submitted by inspectors to ensure all reporting is valid and accurate, and correlate to the construction activities witnessed during the workday; ensure issues raised by inspectors are escalated through the Project Team/CM Team, as appropriate, and/or per the project communication plan

  • Budgeting and cost-assist to include change orders, cost overruns, assist in monitoring of contractor & subcontractor contractual performance

  • Other tasks as required.

Minimum Qualifications

  • 1 to 3 years of either/or experience and education (Technical discipline) in construction of utilities, oil or natural gas infrastructure projects

  • Knowledge and understanding of construction practices with respect to oil and natural gas pipelines or facility projects

  • Excellent written and oral communication skills

  • Computer skills including ability to generate progress reports using Microsoft suite of tools (Outlook, Word, Excel, PowerPoint, etc.)

  • Relevant leadership and problem-solving skills

  • General knowledge of various engineering/design drawings to assess construction requirements (P&ID's, Alignment sheets, IFC, etc.)

  • Ability to apply TCE's core business values to identify and apply rational solutions

  • Adaptability in a fast-paced environment with competing priorities and challenges

  • The ability to manage both internal and external stakeholder expectations

  • Ability to work independently with minimal day to day supervision

  • Willingnessand ability to temporarily travel to an assigned project area as required by the project

  • Working knowledge of planning and executing construction projects

  • Familiarity with operator qualification requirements as they pertain to oil and natural gas pipeline and facility construction

Preferred Qualifications

  • 2+ years of either/or experience and education (Technical discipline) in construction of utility, oil or natural gas infrastructure projects

  • Relevant technical trades certification and/or college degree

  • Experience in natural gas pipeline and facility construction, commissioning, and operation experience

  • Relevant understanding of construction practices as it relates to the industry

  • Ability to obtain industry certifications as required such as API1169, API1184, and OSHA 30

This position requires candidates to

  • Have and maintain a valid driver's license and safe driving record.

  • Successfully complete a pre-employment medical screening, including drug and alcohol testing.

  • 50-70% travelto other company locations for project assignments, meetings or training will involve overnight stays away from home.
