SUMMARY OF THE ROLE
The Marine Person In Charge (PIC) is responsible for loading and mooring operations carried out at Rio Grande LNG Terminal. The role is also responsible in assisting the safe and effective execution of all marine operations enterprise activities. This role will ensure that the processes and procedures are in place and adequate to meet the Marine Risk Management Standards as well as Reasonable and Prudent Operator (RPO) expectations. This position will work closely on a day-to-day basis with the Marine team: Marine Director, Marine coordinators, Marine Manager, Marine Vetting Manager and various internal departments. The Marine PIC is also responsible for maintaining strong relationships with critical external stakeholders such as the Ship agents, tug contractors, pilots, ship staff, crew, surveyors, and Customer Marine Representatives. This position is in Brownsville, TX . Transportation Worker Identification Credentials (TWIC) are required.

KEY RESPONSIBILITIES:
  • Support RGLNG projects on marine matters during terminal development and commissioning.
  • Ensure compliance with Marine Risk Management Standards and readiness for first cargo.
  • Oversee LNG ship loading, mooring, and operation safety to protect the port and company facilities.
  • Supervise LNG loading arms, pumps, and vapor recovery systems.
  • Coordinate with ship crews, operators, and supervisors to complete cargo and mooring operations.
  • When attending a ship, conduct a thorough pre-loading inspection of the ship and her equipment to ensure the ship conforms to industry and USCG standards and the ship/shore safety check list
  • Participate in the ship shore interface meeting prior to loading and post cargo operations, involving the ship, the terminal, and the Company, to ensure that cargo operations are conducted safely, efficiently and in accordance with all applicable rules, regulations, and safety procedures.
  • Assist with marine operations, vetting, and pre-arrival checks for LNG tankers.
  • Liaise with surveyors and lab personnel to ensure accurate custody transfer measurements.
  • Complete shipping documentation and assist in developing operational procedures.
  • Train personnel in marine-related activities and act as Delegate of Port Security Officer.
  • Ensure safe operation of tugs and support ships and improve marine procedures.
  • Maintain relationships with key staff to integrate marine operations into plant activities.
  • Assist in managing marine contracts and contractors.
MINIMUM REQUIREMENTS:
  • Experience & Certification: 2 years of LNG marine terminal operations, including Mooring and Loading, with either a Chief Mate F.G License OR, 5 years on LPG, LNG, Oil, or Chemical tankers, OR, 5 years at LNG/LPG/Oil Terminals, FSOs, or FPSOs as a Mooring & Loading Master.
  • Operational Expertise: Experience with ship loading, ballast, cool down, gas-up operations, and coordination of shipping activities.
  • Leadership & Training: Ability to mentor jetty operators/supervisors, manage cultural diversity, and foster a customer-first attitude.
  • Safety & Compliance: Knowledge of environmental issues, spill response procedures, and safe procurement of marine services (tugs, pilots, line handlers, etc.).
  • Industry Knowledge: Familiarity with marine contracts, ship/shore operations, commercial matters, and international industry standards.
  • Communication & Professionalism: Strong English skills, ability to build relationships with diverse personnel, and maintain confidentiality in sensitive situations.
  • Technical & Organizational Skills: Proficiency in office software (databases, spreadsheets, documentation), ability to manage multiple tasks accurately, and prepare comprehensive reports.
  • Composure & Integrity: Self-starter who remains calm under pressure, demonstrates ethical standards, and meets performance deadlines.
PREFERRED QUALIFICATIONS:
  • Ability to communicate fluently in Spanish.
  • U.S. Coast Guard Person in Charge (PIC) endorsement for LNG
  • Seagoing experience on an LNG, LPG or Tanker.

* Routinely uses standard office and field communications equipment such as computers, phones, photocopiers w/scanner and fax, and radios.

* Ability to drive to other Company work locations as required.

* The incumbent is required to have fully mechanical motion and usage of all extremities.
* Physically able to walk, stand, bend, stoop, kneel, reach, twist, lift, push, pull, climb, balance, crouch, handle, and lift items weighing up to 20 lbs. without assistance.
* Visual acuity corrected to perform job functions. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
* Must be able to clearly communicate with others via radio, phone, and verbal methods.
* May be required to enter confined spaces.
* May be required to work at elevated heights and access elevated structures without assistance.
