Overview
E2 is hiring a Cost Estimator V will be responsible for preparing Independent Cost Estimates to support projects during planning, design and construction, preparing and/or review final Engineer's estimate including factors such as Phasing, Airport Operations, Shift, Resources, Time Constraints and Badging impacts, developing a detailed and Independent Cost Estimate from conceptual information and/or engineering drawings, preparing detailed estimates comprising labor hours/composite crew costs, itemized material costs and Equipment cost, providing Constructability Reports to proactively identify deficiencies and ambiguities; and actively assist the project team to develop a credible cost budget, actively reconcile independent cost estimates with those prepared by third parties; engage the third-party entities in an informative, collaborative reconciliation; and communicate the results of the reconciliation effort, ability to analyze bids from vendors, contractors and subcontractors and align with Independent Cost Estimate, lead Negotiation Meetings with contractors and subcontractors, prepare and review material take-offs from planning documents or engineering drawings, prepare detailed breakdown of components and elements of estimates for systems and subsystems and scope changes. Inaddition, they should be able demonstrate specialized experience and/or expertise required for the successful delivery of specific cost estimating work.

- This position offers a hybrid/telework schedule. Telework - Monday and Friday. Onsite - Tuesday, Wednesday and Thursday.
Responsibilities
Review the proposal and assist with the determination of merit. Review the scope specified within the proposal to ensure it includes the appropriate scope. Review the labor rates to ensure conformance to the contract specifications. Review labor productivity to ensure that the labor hours are in conformance with working restrictions, overtime is appropriate, etc. Review quantities and ensure there is a fair and reasonable representation of additional scope, as well as possible credits. Review the material pricing and validate against R.S. Means for other pricing references. Review pre-purchased material or equipment and/or equipment rental rates against fair and reasonable pricing references. Review contractor mark-ups to ensure that the correct mark-ups are being used and that any mark- up caps are not exceeded. Discuss the position after the contractor established their position. Share the basis of the position to ensure fair and reasonable understanding. Seek to find points of agreement early in the discussion and document the agreements. Determine points of disagreement and path to resolution. Adopt a reasonable, but contractual attitude. Develop the record of negotiation documentation. Develop detailed cost estimates from the engineering drawings; proactively identify deficiencies and/or questions; and actively assist the project team toward the answers. Actively reconcile the internal estimates with those prepared by third-parties; engage the third- party entities in an informative, collaborative reconciliation; and communicate the results of the reconciliation effort. Proactively establish a routine reporting cycle that clearly communicates when an estimate changes and why. Prepare and review material take-offs from planning documents or engineering drawings. Prepare detailed breakdown of components and elements of estimates for systems and subsystems. Prepare estimates by applying unit rates for man hours, labor dollars, material dollars, and construction equipment dollars and all-in unit cost determination, calculating extensions and the application of standard factors, overhead rates and fees. Accumulate, evaluate and document historical cost data for the development of future estimates. Prepare and/or review final Engineer's estimate. Review contract documents and contract modifications to determine scope of work and equitable cost allowance for scope changes. Provide coordination and liaison with project management and project engineering personnel throughout the estimate development. Train subordinate estimating personnel when necessary. Contribute to the advancement of Department goals through commitment to productive collaboration with all stakeholders. Proved accuracy, reliability and completeness in job accomplishment. Demonstrated success on the job, as evidenced by satisfactory performance, acceptance of responsibility and growth in previous position. - Effective oral and written communication skills.
Qualifications
- Bachelor's or Master's degree in Engineering, Constuction Management or related field.
- Master's degree strongly preferred.
20 years or more of general estimating experience directly related to both engineering and construction projects
Has demonstratable specialized experience/area of expertise. Certifications required, may include PMP, PE, and/or any other relevant Professional Licensure or Certification. Required to have certified estimating professional credentials. - Self-starter attitude with proved results-oriented focus.
- Demonstrates a proactive, firm and respectful approach to estimate reconciliation efforts and change order processing.
- Establish a personable, but contractual stance with the contractor.
- Has demonstratable specialized experience/area of expertise.
- Previous experience with public airport projects is a must; experience within a commercial airport terminal is highly desirable
- Demonstrated experience with complex estimate reconciliations and change order negotiations
Hardware/Software Knowledge:
Demonstrated proficiency estimating formats, including Uniformat II. Proficient with industry estimating databases and other estimating data sources, e.g. RS Means, Richardsons, etc. Proficient with large-scale estimating software. Experience with On-screen Take-off and MC2 is highly desirable. - Microsoft Office Suite.

Wage Data Per State Requirements
Pay range for this position is $100.00/hr - 122.22/hr. The starting salary will be commensurate with skill, education, experience, and working environment.
