Culmen International is pleased to announce an opportunity for an experienced Program Manager to take the lead on a Department of State Global Advisory IDIQ contract.

What You'll Do in Your New Role

The Program Manager will serve as the principal liaison for all matters concerning the contract and will be entrusted with the delivery of services under the Indefinite Delivery/Indefinite Quantity (IDIQ) agreement. The Program Manager will ensure that project budgets, personnel, and activities adhere to the standards set by the Department of State and are in alignment with the requirements of both the IDIQ and Task Orders.
In fulfilling this role, the Program Manager will proactively address and communicate any challenges or concerns that may arise. They will engage collaboratively with a diverse array of stakeholders, including U.S. government agencies and offices, regional and multilateral officials, international donors, local leaders, academics, and non-governmental organizations, to identify and prioritize critical needs and opportunities for the program.


Required Qualifications

    Master's Degree or equivalent and at least (6) six years of progressively more complex experience in U.S. Government acquisitions (government, Non-Governmental Organization (NGO), and/or private/vendor) program management experience

OR

  • Bachelor's Degree or equivalent and at least (8) eight years of progressively more complex experience in U.S. Government acquisitions (government, Non-Governmental Organization (NGO), and/or private/vendor) program management
    experience,

OR

  • High School Diploma or equivalent and at least (12) years of progressively more complex experience in U.S. Government acquisitions (government, Non-Governmental Organization (NGO), and/or private/vendor) program management experience.
  • 8+ years of progressive leadership experience in managing complex projects and/or programs, requiring interpersonal and customer service, writing, analytic, and problem-solving skills.
  • 3+ years as the lead program/project manager for a single or multiple contracts and/or task orders with a minimum $5 million ceiling value.
  • 3+ years as the lead program/project manager for Foreign Assistance programs for the Department of State and/or United States Agency for Internationaal Development with an individual or multiple contractor task order award with a minimum $1miIion obligated value.
  • Ability to demonstrate adherence to quality standards and reviews program deliverables
  • Ability to demonstrate research, analytical, and problem-solving capabilities.
  • Ability to successfully work with customers/client's, including the ability to respond to cost and technical tasks, monitor contract and task order performance, and apply required course corrections.
  • Demonstrate proficiency with Microsoft Office software to include Word, PowerPoint, Teams, Excel (advanced) and SharePoint. Ability to demonstrate advance skills, e.g., presentation development, written policies/procedures, formulas/functions, data visualization, pivot tables, macros, or VBA Language.
  • Possess MS Office Certification through industry recognized provider (e.g., Certiport, Coursera, etc.) is required.
  • Fluency (spoken and written) in English language, including experience summarizing complex technical and programmatic issues in a concise manner for the U.S. government.
  • Ability to obtain a USG security clearance.
