The University Controller's Office is a department under the Division of Finance. The office has business units covering the following areas: Cash Management, Banking, and merchant services; General Accounting, Financial Reporting, and Taxation; Accounts Payable; Business Systems; Payroll and Debt Management.

The University Controller's Office is responsible for fiscal accountability, accuracy, and reporting of a $2.3 billion enterprise, including timely and accurate payment of monthly and biweekly wages to over 18,000 staff, faculty, student workers, and temporary employees, over 110,000 vendor payments annually and management of a $480 million external debt portfolio.
The University Payroll section of the University Controller's Office is responsible for 1) timely and accurate payment of wages to approximately 11,300 monthly and 14,500 biweekly staff, faculty, undergraduate and graduate student workers, postdocs, foreign national, and temporary employees with an annual payroll of over $1.2 billion; 2) proper deduction, monthly plan reconciliation and vendor payment of three mandatory, 38 voluntary and 60 statutory (garnishment) deduction plans, including the employer's matching contributions for retirement and health insurance; and 3) compliance for, payment to, and proper reporting of wages and tax withholdings to the federal government and approximately 40 states. |
Essential Job Duties |
Join our team as a
Payroll Tax Specialist (Multi-State) and contribute to ensuring accurate tax withholdings and regulatory compliance across multiple jurisdictions. Reporting to the Payroll Tax Manager, you'll manage key payroll tax functions, including reconciliation, reporting, and system enhancements, while collaborating with various departments to keep our payroll processes seamless and efficient.
Key Responsibilities:
- Out-of-State Tax Compliance & Reporting: Monitor tax requirements for out-of-state employees, ensure proper taxation, and manage state registrations, tax filings, and payments.
- Payroll Tax Reconciliation: Verify wage and tax balances for accurate W-2 reporting, quarterly filings, and compliance with federal, state, and local regulations.
- Tax Error Resolution: Identify, research, and correct payroll tax discrepancies while collaborating with payroll managers to prevent future issues.
- Non-Salary Compensation Taxation: Ensure proper tax treatment of non-salary wages, including relocation allowances, awards, childcare expenses, and tuition waivers.
- Unemployment Insurance Compliance: Interpret UI laws, file wage reports, and coordinate required payments in states where the university operates.
- System Enhancements & Testing: Assist in testing payroll system updates, tax rate changes, and new regulatory requirements.
- Tax Communication & Documentation: Develop clear documentation, guides, and presentations to communicate complex tax processes effectively.

In addition to core responsibilities, you may take on additional duties such as printing off-cycle checks, providing office coverage, assisting with payroll check distribution, and serving as a backup during absences. Qualifications
Minimum Education and Experience |
Bachelor's degree with 12 credit hours of accounting coursework; or Associate's degree in Accounting; or Associate's degree in Business or related discipline with 12 credit hours of accounting coursework; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

Other Required Qualifications |
- Proficient in Microsoft Office Suite, including Excel, Access, Word, and PowerPoint (or similar software)
- Professionally worked with a large ERP system (SAP, PeopleSoft, Oracle, or similar software).
- 941 reporting experience and experience in payroll processing.
- Understanding of databases and how to write queries.

Preferred Qualifications |
- PeopleSoft HCM version 9.1 or higher and Microsoft Access experience.
- Tax reporting experience in an organization with at least 500 employees working in multiple states.
- Multi-state reporting experience
- Two or more years experience in payroll processing
