Essential Job Duties |
Position Overview:
Are you a technology-driven professional with a passion for ensuring mission-critical systems are operational at all times? The IT Resiliency Services Manager position is your opportunity to play a pivotal role in ensuring the smooth operation of emergency and life-safety communications for our entire campus. You will manage the technologies and systems that protect the lives of students, staff, and faculty during emergencies. From fire alarms and communication devices to weather monitoring systems and emergency operations support, your expertise will be at the heart of our resilience efforts.

Key Responsibilities:
Technical Expertise:
- Serve as the go-to technical resource for emergency communications and emergency operations center (EOC) IT systems.
- Continuously evaluate emerging telecommunication technologies and integrations to enhance how our EOC manages data and voice communications.
- Develop and maintain Standard Operating Procedures for emergency operations and communications, ensuring efficiency and effectiveness during critical situations.
- Collaborate with campus partners in public safety, emergency management, and security to develop continuity of operations plans.
- Provide on-site hardware support, including configuration, setup, and troubleshooting, working alongside IT teams and other departments.
Program/Project Administration:
- Oversee the operation of radio transmission systems, ensuring compliance with FCC regulations to support campus emergency operations and special events.
- Actively participate in budget planning, including researching, recommending, and preparing purchase requests for new technologies, equipment, and software.
- Manage the entire lifecycle of service requests and projects, from planning and installation to testing and acceptance.
- Act as the primary liaison for assigned software systems critical to emergency operations.
Consultation and Strategy:
- Lead the research, planning, and coordination of upgrades for systems like emergency notifications, communication devices, and more, partnering with vendors and campus staff.
- Evaluate the cost-effectiveness of new system integrations and ensure alignment with industry best practices.
- Supervise IT projects involving student workers, overseeing their hiring, work plans, and day-to-day responsibilities.
- Serve as the continuity coordinator for IT-related emergency and disaster procedures, ensuring preparedness and quick recovery during disruptions.
Information Analysis & Decision-Making:
- Partner with vendors and internal teams to enhance the EOC's ability to receive and process crucial data.
- Co-manage land-mobile-radio systems, handling everything from installation and programming to preventative maintenance and repair.
- Coordinate the procurement and maintenance of hardware and mobile equipment, ensuring optimal functionality for emergency response teams.
Communication & Marketing :
- Work closely with local and state agencies (e.g., Raleigh Wake 911, NC Emergency Management) to ensure seamless coordination during emergencies.
- Develop training materials, support documentation, and outreach content to foster knowledge sharing and enhance departmental programming.

Other Responsibilities |
- Administers IT support and reports for operational efforts of emergency personnel at university football games and other major special events.
- Other duties as assigned.

Qualifications
Minimum Education and Experience |
- Associate's degree in Computer Science, Information Technology, or related discipline and one year of experience in the information technology field related to the area of assignment OR
- Bachelor's degree and experience in the information technology field related to the area of assignment OR
- Bachelor's degree in Computer Science, Information Technology, or related discipline OR
- An equivalent combination of training and experience.
All degrees must be received from appropriately accredited institutions. |
Other Required Qualifications |
- Proven experience in managing and supporting emergency communications and operations systems.
- Strong understanding of technical systems, telecommunications, and security technologies.
- Excellent project management skills and the ability to oversee multiple projects simultaneously.
- Ability to collaborate effectively with varied campus departments and external partners.
- Excellent written and verbal communication skills, with a knack for presenting technical information to non-technical stakeholders.
